Medical coordinator (M / F) - Ouagadougou , Burkina Faso

Job Description
Under the hierarchical responsibility of the general coordinator, you participate in the establishment of a strategic framework in line with national policies. You ensure the follow-up and the quality of the medical activities implemented at the level of the health structures, the capacity building of your team but also of the coordination team in general in terms of health preparedness and responses.

You supervise the cervical cancer project manager, the pharmacy manager and the MEAL officer. You work in conjunction with the health referent and the SSR / cervical cancer technical referent who are at the head office and with the Kongoussi medical teams to provide technical support for the emergency project.

Your main responsibilities are as follows:
Project management
• Ensure the consistency of MdM programs according to identified public health needs, MdM principles and values, international and national humanitarian standards and available budgets
• Establish a monitoring system for medical data and ensure the implementation of corrective actions
• Ensure, in conjunction with the other coordinators of the mission, the adaptation of the operational strategy of each project to the health issues arising from the data analysis
• Ensure the harmonization and capitalization of tools and practices across all projects related to MdM tools
• Develop a framework for collaboration with the partners and actors involved in the implementation of the project and participate in the drafting of partnership agreements
• Support advocacy activities in connection with the advocacy coordinator
• Develop research documents (publications / communications) in connection with the head office
• Participate in the preparation of the reference budget and the analysis of budget monitoring
• Participate in the design of projects and the drafting of project proposals to donors, particularly concerning indicators
• Develop standard procedures related to the medical program (Ex: transfers and referrals, distribution of kits, etc.)
• Ensure compliance with medical ethics and remain attentive to any questions on the restrictions and limits of the practice of care in the project environment

Coordination of the medical teams
• Issue technical recommendations for the individual action plans of the medical teams and carry out monthly reviews to monitor their implementation and ensure that the medical teams do the same with their collaborators
• Ensure that agendas and reports are produced for program meetings and action points are effectively followed up
• Participate in the recruitment of national health personnel
• Contribute to the assessment of medical personnel and identify training needs
• Ensure the regularity of data analysis and / or internal evaluation of each project

Monitoring and analysis of the health context
• Ensure that the collection and analysis of health and epidemiological data is carried out on a weekly basis
• Set up a continuous assessment of health needs according to the evolution of the context
• In case of '' epidemic or massive population displacements, assess needs, plan and coordinate medical response actions for MdM
• Develop, in conjunction with members of his team and other coordinators, the contingency plan

Pharmaceutical supply and management
• Be in charge of the development and monitoring of international orders with the support of the medical team and the pharmacist and respecting MdM standards and the available budget
• Supervise the supply of medical equipment to health facilities , consumables and drugs
• Ensure the correspondence between the real needs of partners and expressed needs, in particular through the collection and monitoring of monthly consumption and the realization of physical inventories
• Ensure that the pharmacy management tools are in up and rigorously and regularly updated

Representation and coordination
• Ensure the coordination of medical activity and relations with other NGOs (participation in the health cluster, nutrition cluster, etc.) and the Ministry of Health.
• Ensure the involvement of the Ministry of Health in projects (joint supervision, ownership of our intervention, etc.)
• Participate in MdM - partners coordination, in collaboration with other members of the coordination team
• Represent MdM in the field of health at the level of project intervention areas
• Support the general coordinator in fundraising for the development of medical programs and, if necessary, participate in meetings with donors
• Ensure medical coordination with other members of the MdM network in Burkina (MdM-Spain)

Reporting / Communication
• Ensure the revision and quality of periodic activity reports, respecting the deadlines, as well as that of other internal monitoring tools at MdM (Monitool, timetable, etc.)
• Ensure the feedback of information to the general coordinator
• Ensure the exchange of technical and medical information with the head office (medical referent, health and advocacy department)
• Organize regular project meetings with the various partners
• Bring operational expertise to advocacy on SRHR.

Safety for medical aspects
• Be responsible for the existence, knowledge and application of the safety rules concerning the health of MdM staff 
• Be responsible for the definition and implementation (on medical aspects) of the MdM team health policy
• Be responsible for the management of emergency medical kits within the framework of the MdM team health policy
• Inform the general coordinator of any incidents concerning the health of the personnel, in accordance with confidentiality, and difficulties encountered in project health activities

Employment conditions
Fixed term contract: 6 months
Position to be filled as soon as possible
One-off trips in the Center-North region
Monthly gross salary of 2,816 euros
13th month equivalent paid in 2 installments - from 6 months of effective working seniority
Expatriation bonus of 10% of gross salary per month
Coverage of transport (home - mission), visas, vaccines
