Role & Responsibilities
The Health Project Manager develops, leads, monitors and evaluates the assigned health project(s). This involves effectively managing and reporting on the projects in line with the objectives, timeframe and budget with a focus on health system strengthening, training and coordination. Other important aspects of the role include managing and training primary health care staff to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.
Project Overview
Due to the war in Ukraine, there are vast health needs – from support to those who have fled their homes in the East, and also to post-conflict areas. The role requires someone agile to implement health improvements through health system strengthening, including training of key community members. The role will involve travels to support our bases, and mentoring Medair staffs.

Key Activity Areas
Health Project ManagementManage the assigned health project(s) in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager and country health advisor such as projected failure to meet objectives and beneficiary needs related to projected project budget expenses.
Provide strong leadership of the assigned health project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable) and local health staff.
Contribute to development and implementation of an appropriate and effective health strategy including the planning of responsible exit in consultation with country health advisor, other health staff and field managers.
Set clear objectives and indicators for health activities in collaboration with the country health advisor, health staff, field managers and, where appropriate, with the local communities.
Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress.
Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes.
Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers and the country health advisor.

Provide coaching and supervise staffs in order to develop ownership and full responsibility for health activities.

Financial Management

Manage the health budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, Medair in-country and HQ health and nutrition managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
Participate in health coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the health staff and field managers on relevant issues.
Logistics

Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.

Qualifications
Clinical degree or diploma in nurse, midwife, doctor or a Public Health degree.
Excellent working knowledge of English (speaking and writing).
Experience3 years’ post-qualification nursing/medical professional experience.
At least 1-year management experience in a health context.
At least 1 to 2 years work experience in health within the context of a conflictual country.
Ability and willingness to manage project implementation.
Good numerical, report writing and administration skills.
Clinical skills within a Primary Health Care setting.
Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocol.
Excellent working knowledge of English (speaking and writing).
