MAIN TASKS
Coordinate all activities on the Hauts Plateaux project, in order to guarantee the quality of the implementation, compliance with internal MdM BE procedures, BHA budgets and procedures and other donors as well as the country's legal framework.
Medication management:
Under the responsibility of the Medical Coordinator, you support the National Pharmacist in the development and validation of the order of medicines for the Hauts Plateaux project as well as in the consolidation of orders from other projects when the national order is launched,
Under the responsibility of the Medical Coordinator, the Deputy to the Hauts Plateaux Medical Coordinator supports the National Pharmacist in ensuring the permanent availability of adequate drugs and medical equipment,
· Under the responsibility of the Medical Coordinator, put in place a strategy to improve the rational use of pharmaceutical products.
Monitoring of the health context:
· With the Medical Coordinator, participate in the assessment and monitoring of the local health situation on the Hauts Plateaux of Fizi / Mwenga and be able to support it if necessary at the national level.
With the Medical Coordinator, follow national, regional and local policies, protocols for the use of drugs, lists of essential drugs and guidelines issued by the Ministry of Public Health
· With the Medical Coordinator, strengthen the medical staff in their roles of supporting care providers for an improvement in the quality of benefits and services offered to the community.
With the Medical Coordinator, participate in the drafting of donor reports and the drafting of new projects
With the Medical Coordinator and the MEAL Coordinator participate in needs assessment missions (health component)
External representation and coordination:
On request or in the event of the absence of the Medical Coordinator, ensure for MDM-BE the representation, negotiations, coordination with institutions, authorities and local health partners, as well as with other national and international organizations present who work in the sanitary field
· Participate in the development, drafting and monitoring of the medical aspect of protocols and partnership contracts.
Planning, coordination and supervision of the health component of programs and projects:
Participation in the definition of the objectives of programs and projects,
Contribute to the development of an emergency preparedness plan and coordinate the medical component of a possible emergency response.
Health technical support and supervision of health personnel:
· Suggest and participate in the validation of the various working tools for the health component set up in the programs (supervision grids, training manuals, treatment protocols, surveillance tools, planning, monitoring, evaluation, etc.).
Actively participate in the preparation and support for health monitoring or evaluation visits (joint training supervision, mid-term and final evaluations)
· Participate in the implementation of the recommendations of the MDM BE medical department.
Ensure the quality of project implementation (monitoring of activity schedules with project managers, monitoring of the quality of care offered to patients, archiving, etc.)
Documentation, reporting, capitalization, medical advocacy:
· Participate in the analysis of health monitoring indicators (using MONITOOL / DHIS2) and project evaluation.
Participate in the drafting of the medical part of internal and external reports (especially for donors) as well as project proposals, reports of meetings in which he participates
Participate in the documentation and capitalization of activities and programs
Link with the medical department
· As a member of the MDM-Be medical department, the Deputy Medical Coordinator will participate in the implementation of the strategies and action plans of this department.
PROFILE REQUIRED (expatriate profile)
Training:
Doctor of medicine diploma
Master in: public health, project management, political science, development, management is an asset
Experience:
Professional experience in more than one developing country (3 years and more is an asset) in project management / medical programs
Experience in SRH is required
Experience in drafting project proposals with donors such as ECHO, DGD, OFDA, an asset
Experience in pharmacy management is required
General skills:
· Mastering French
Computer science: Proficiency in the MS Office + EPI info software package or other statistical analysis software is a plus
· The ability to analyze and write, to propose innovative strategies or approaches, to project management, are assets.
Required qualities: autonomy, scientific rigor, good ability to draft reports and minutes, diplomacy, sense of dialogue and negotiation, good stress management, ability to adapt to the way NGOs operate, ability to work in a team
