Job Summary
The incumbent will serve as the clinical and public health team lead on the ground, and will report to the Deputy Director of Programs. The primary duties are focused on leading the health care team and to include appointing clinical leads, setting priorities for medical and health services, maintaining quality of care during program implementation, and keeping the Team Leader informed on all aspects of health services being provided by the program. Duties also include providing input on proposal development and providing technical guidance to clinical and public health activities and programs. On occasion, the incumbent
may be involved in direct patient care and will need to participate in clinical activities directly. The incumbent may be asked to oversee the implementation of clinical, laboratory, health education, or public health programs. The Health Coordinator will be required to coordinate with IMC technical unit as needed to fill critical gaps and develop new programs. The incumbent will be responsible for ensuring that all program elements in the health sector are implemented with sufficient quality and expertise appropriate to the situation. In some cases, standards must be met according to the requirements of WHO, USAID and the MOH. The incumbent will need to be actively engaged with logistics related to pharmaceutical and medical commodities acquisition, storage, and distribution.

The Health Coordinator is primarily responsible for the technical vision, strategy, design, implementation and management of the health programs in Venezuela. The Health Coordinator will work in collaboration with the Country Director, Deputy Director of Programs, Program team, M&E team and health teams in the field. The Health Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. This position reports to the Deputy Director of Programs and works closely with the TU Sector Leads or Advisor.
Provide technical supervision of, and technical support to the organization’s health programming activities;
Ensure activities are consistent with established best practices.
Ensure health programs utilize standardized protocols, policies and guidelines according to Ministry of Health and Social Affairs and WHO.
Work closely with the Team Lead, Program team and M&E, to determine the operational needs of the health emergency program within the scope of the donor grants;
Oversee the collection and timely reporting of data and statistics for health emergency program (including objectives, indicators and outcomes of health project) according to donor requirements;
Review monthly field reports and ensure appropriate follow up and decision making on data relevant to the organization’s health program;
Work with government health authorities and international agencies such as WHO to ensure implementation of standardized national health information systems;
Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, and health information materials.
Compliance & best practices:
Committed to fraud detection, risk reduction and fraud reporting; ensure compliance with IMC policies and procedures, donor regulations and local laws.
Ensure procurement, transfers and disposals of commodities and software that are subject to Export Compliance are in line with applicable licenses or need new licenses and related actions are properly documented.
Ensure that vendor due diligence actions are carried out (and documented) as per required procedures including vendor registration, vendor performance, price/vendor information shared among NGOs, market surveys conducted regularly. Conduct physical verification as required.
Work with Finance, Compliance and audit focal points to assess compliance with internal controls and required procurement documentation. Conduct verification of Procurement Inspection checklist and ensure that risks associated to procurement are evaluated regularly and plans are developed to tackle those. Review procurement documentation, internal and external audit reports to detect procurement related risks. Work with country teams to implement corrective measures.
Work with senior budget holders review Warehouse spot check calendars is developed to ensure that risks associated to warehouse management are highlighted and plans developed to tackle those. Conducts spot check and control evidence verifications as required.
Work with Program Audit Unit team to assess implementation of supply chain and procurement planning procedures for existing and future projects, report gaps and propose corrective measures

Qualifications:
Medical degree; preferably with a Master’s in Public Health from accredited institutions.2-3 years of experience in a senior-level management position in a field-based post;
Experience
Minimum 10 years’ experience in overseas programs (preferably in developing country or low-resource settings with NGOs) with at least 5 years at the Manager or similar level relating to emergency medicine, primary health care, including clinical management of rape, maternal, newborn and child health, reproductive health, HIV/AIDS, and communicable diseases, CMAM, and health-related BCC
Socio-cultural and political knowledge of the country/region
Experience on writing / developing project proposals and implementation reports.
Excellent decision-making skills.
Team player and strong communication skills, both oral and written.
Proficient in computer applications, especially with MS Word and MS Excel, and MS PowerPoint.
Creativity and the ability to work with limited resources.
