General Minimum Requirements

Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:

Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:

Education:
Advanced degree in a relevant field

Experience:
Minimum 6 years of relevant professional experience

Mission Specific Requirements
Additionally, this particular post has specific requirements:

Mandatory:
At least six years of progressively responsible professional experience in working as a Paramedic;
Must hold an active license/certification as a Paramedic (National Registered/State Certified) or equivalent (Off ShoreMedic);
Must hold the following certifications: ALS/ACLS (Advanced Life Support/Advanced Cardiac Life Support), PHTLS/ITL(Pre-Hospital Trauma Life Support/International Trauma Life Support), and Medical Instructor (eg, Basic Life Support, PHTLS, First Aid at Work etc.);
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Professional fluency in the English language;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure and travel within Ukraine; proven resilience to high stress environments;
Ability to operate computer Windows applications, including word processing and e-mail.


Desirable:

Certifications in the following areas is an asset: TCCC/BATLS (Tactical Combat Casualty Care/Battle field Advanced Life Support), EPC/PALS (Emergency Paediatric Care/Paediatric Advanced Life Support) and/or MIMMS (Major Incident Medical Management Support);
Working knowledge of Russian and/or Ukrainian language(s).

Tasks and Responsibilities
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We therefore encourage qualified female applicants, to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the general administrative supervision of the Chief Medical Officer the incumbent will provide medical assistance to Mission members and staff in the Mission area. Specifically, the Paramedic will perform the following:

Delivering medical trainings to all SMM Kyiv personnel and all SMM Monitoring Teams outside of Donbass;
Ensuring the medical training content is relevant and in-line with current protocols (following American Heart Association/European Resuscitation Council/UK Resuscitation Council standards);
Creating mission-specific medical trainings relevant to pre-hospital medical emergency situations that may arise across the mission;
Procuring medical equipment including research relevant products; discussions with SMM medical staff on their needs and requirements; producing terms of reference (that are researched and justified by SMM/OSCE standards) for the SMM procurement department;
Managing medical equipment and distributing to all SMM locations;
Keeping records of SMM medical equipment in an accurate and accountable manner;
Ensuring that recommendations/projects/demands that participating States require from the medical unit are accomplished/trialed and the results shared with senior management within SMM;
Assisting National Medical Staff with any administrative or professional issues they encounter in the field, including research into suitable international medical courses for them to attend (including travel details);
Conducting clinical assessments of walk-in patients at the medical office when other medical staff is not available. All assessments, diagnosis and referrals must be within the confinements of the candidates' professional scope of work and confirmed with the Mission Medical Officer/National Medical Officer for review;
Attending management meetings in the absence of the Mission Medical Officer and delivering accurate reports/action plans of the meetings' content;
Meeting with local medical services within Ukraine to establish contacts, professional co-operation and share ideas;
Demonstrating commitment to ongoing professional development to pre-hospital medicine and management;
Performing any other duties as directed by the Mission Medical Officer.
