Role description
In areas of armed violence or with limited resources, the First Aid & Prehospital emergency care delegate contributes to ensure that casualties receive a timely, humane, impartial and effective assistance during emergencies. In order to fulfil these objectives, the delegate supports and ensures that the responders are acting safely, guided by basic humanitarian values and principles and are integrated in an emergency response system adapted to local needs and realities.
Responsibilities (the scope varies according the context and length of the assignment)
Develop a deep understanding of the health and emergency care system in given contexts
Identify the support needed in order to improve the emergency response from the scene to the referral health structures
Select adequate interventions to support and develop local capacity, and establish realistic project proposals in line with ICRC guidelines taking into account local realities
Implement, monitor and evaluate activities according to set objectives, and create actions plans according to needs and available resources
Ensure proper staff management and safety and support local stakeholders involved in the emergency response system
Foster constructive working relationships amongst emergency response stakeholders (State and non-State actors, including the International Red Cross and Red Crescent Movement)
As an ambassador of the ICRC, maintain contact and negotiate as necessary with all relevant actors in order to ensure the work is carried out as securely and effectively as possible.
Desired profile and skills
Strongly motivated by humanitarian work
Able to adapt to harsh living conditions and/or unstable security environment
University degree in medicine, nursing or paramedic science
3 to 5 years’ relevant experience post degree, including 2-3 years of international experience
Significant experience in First Aid/ Pre-Hospital Emergency Services with managerial responsibilities
Very good command of English and at least one other language of ICRC interest (French, Arabic, Spanish or Russian)
Strong leadership, with capacities in networking, partnership and negotiations
Excellent analytical skills with problem solving mindset, strong strategic and creative thinking
Sensitivity to cultural, ethnic and gender diversity
Very good command of computer tools (Microsoft Office Suite, Lotus Notes, etc.)

Our operational & field constraints
In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
Candidates must be in good health and will have to do a medical check-up prior to departure in the field
Candidates must possess a driving licence (for manual transmission vehicles) with regular practice
Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (preferably 12 months each) or total of 24 months
