Position Summary: 
The Health Technical Advisor is responsible for overall program technical design, development and implementation of the RI Health program portfolio in Iraq. S/he will be assisting Health team with advising supervision, administration and oversight of RI’s health projects. In addition, the Health Technical Advisor will be specifically focused to address Primary Health care; Maternal, Newborn & Child Health; Health Systems (RH/MNCH/N/HS) activities in the community in Iraq and to assist in developing health program in Iraq. The Health Technical Advisor will play a key role in representing RI at key cluster meetings and with the donors, and will liaise with ECHO, WHO, UNICEF, USAID-OFDA, UN OCHA, the Ministry of Health, including liaison with the Health actors, UN agencies as well as various NGO partners.

Main responsibilities include expat and national staff supervision, technical and policy leadership and program guidance and senior-level liaison with MOH officials and other Government of Iraq (GOI) officials within the MOH and other line ministries

Position Responsibilities and Duties:
Program Management
Provides technical expertise, leadership and collaborates in the designing, implementation, monitoring and evaluation of RI Health program activities/projects in Iraq with a particular focus on health systems, quality improvement, human resources etc.
Collaborates with RI’s ongoing humanitarian program in the region and ensures all programs are integrated within the health and other technical sectors wherever appropriate.
Provide overall supervision and guidance for successful implementation of the project(s) through field visit and monitoring of all departments in health facilities like Pharmacy, Maternal Child Health, and reproductive health to address challenges and make recommendations.
Support in managing teams of Expats and national staff and guide them on program goals on time and on budget
Evaluate activity progress and determine necessary actions to course correct
Take lead role by providing technical and programmatic expertise in planning, implementing and evaluating RI annual work plans for health programs
Provide program reports that are timely and meet institutional and donor requirements.
Represent RI at Health-sector working groups, coordination meetings as well as health cluster and other stakeholder meetings, and maintain a positive, continuous and visible presence for RI
Develop and maintain strategic relationships with local partners, local authorities and vendors
Facilitate donor visits to project sites as appropriate
Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc
Frequent travel to other locations/districts to attend project sites and provide support to team as needed

Technical Direction
• Review the short and long range plans for delivery of project services, and provide guidance to the RI Staff, health facility staff and/or local partners to improve planning, management and delivery.
• Implement health monitoring systems and record keeping methods that support routine country-level, international, interagency, and donor reporting as appropriate.
• Support clinic audits to assess status of health services, quality of supply and facilities, and on-site health information systems, in accordance with RI and international standards and policies. Provide a summary of recommended areas of improvement, areas of success, and lead the commencement of an action plan with RI staff, local partners and/or health facility staff to evolve and make positive systems improvements where needed.
• Propose and implement capacity building activities aimed at enhancing skills of local health staffs and/or partners in delivery of primary health care, maternal and child health, reproductive health, etc
• Provide direction to RI country team in case of an outbreaks of disease or other health emergencies

Program Development
• Support in assessing the health needs of conflict affected populations
• Stay up to date with all regional and country-specific response plans by the UN, donors active in the health and nutrition sectors, and other key actors
• Provide technical input, writing and budgetary input for new program design, as needed
• Share methods, approaches and tools with RI colleagues across the region, and contribute toward RI's regional response strategy by ensuring programmatic coherence, innovation and responsiveness

QUALIFICATIONS &REQUIREMENTS:
• Advanced degree in health, public health, or other relevant fields: a master’s degree in public health or social science is required, doctoral degree in public health or similar field desired. An equivalent of 7 to 10 years of experience in the field of public health is acceptable as an alternative to a post-graduate degree.
• Experience managing programs, including fiscal management required.
• Thorough knowledge of technical and programmatic health and health systems issues in Middle East and the approaches to address them. Knowledge of evaluation methods, both quantitative and qualitative, required.
• Minimum of Seven years professional experience in lead management implementing emergency response programs in a conflict setting; prior work experience with International NGO or another international agency desired.
• Minimum of five years professional experience in the Health sector.
• Excellent interpersonal, communication, public speaking, and strategic planning skills required.
• English is required, with strong writing ability; Arabic is preferred.
• Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
• Excellent time management skills and resourcefulness with strong attention to detail.
