For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
The crossing of the Mediterranean Sea by migrants is a phenomenon that has existed for over 20 years. It has increased a lot since the Arab Spring; where over 50 000 people have "landed" on the island of Lampedusa. Since then, the escalation of conflicts, in particular in the Middle East and the hardening of home and protection policies in European countries exacerbate this phenomenon.
In 2015, UNHCR estimated at nearly 1,000,000 the number of migrants who crossed the Mediterranean Sea. Among them, more than 150 000 landed in Italy. In that year, the number of people dead or missing in the Mediterranean is estimated at over 3 750 making it the deadliest sea in the world. Number that we can assume widely underestimated. Migrants come mainly from the Middle East (Iraq, Syria, Afghanistan, Pakistan, Egypt), the Horn of Africa (Eritrea, Somalia) and, to a lesser extent, North Africa (Tunisia and Egypt) and Saharan.
MdM has open a mission in Italy end of 2015 and is developing activity for migrants on the ground (South of Italy) and at sea (Search and rescue project).
TASKS AND RESPONSIBILITIES:
As the Medical Field Coordinator, you will work under the direct responsibility of the General Coordinator.
You ensure the effective implementation of MdM activities on the boat in coordination with the Partners of the program and creates strong communication between teams on the boat and the coordination on the ground.
As a Medical Field Coordinator you will in charge of:
1.Participation in program planning
Act as a focal point for all MdM’s activities in the field.
Oversee on a regular basis the implementation of the activities on the boat, and report to the General Coordinator any issue of concern.
Support the Medical team in monitoring the project activities and outputs against project logframes, timeframes and budgets.
Prepare internal and external reporting (financial and narrative) for MdM and donors, in close coordination with the Coordination Team.
Participate in the reporting process and the preparation of new proposals.
Participate to the development of the general strategy of the MdM activities, within the coordination team.
Ensure that the medical activities are effectively addressing the health problems of the population
2.Human Resources Management
Be the general manager of the team of the boat (9 pax).
Define the general organisation of the boat and the organisation chart in terms of HR in coordination with the General Coordinator.
Ensure briefing and follow up of teams on the boat.
Organize regular team meetings to ensure good information flow and maintain proper communication between different departments on the boat.
3.Technical support to medical teams and quality control
Support and manage the medical team.
Ensure that protocols and guidelines are in place and in line with MDM’s policies and national legislations and practices
Ensure the overall coherence of medical activities
Supervise and follow-up the medical activities’ implementation
Ensure the exchange of medical and technical information within the team - Provide technical support to medical team
Ensure that the medical facilities are provided with the appropriate medical equipment, material and drugs for the proper implementation of the services
4.Project activities
Ensure that medical data are properly collected, analysed and timely reported
Follow-up the triage of rescued migrant population.
Follow-up technical indicators for program monitoring and reporting
Check the quality and follow-up the supply of medical equipment in collaboration with the logistician on the ground.
Update the MDM list of essential drugs in case of unforeseen changes in the morbidity trend
Provide timely and accurate information to the Logistics/Finance Department for the procurement of medical materials
Supervise the central pharmacy activities (consumptions, orders and inventory) in collaboration with the logistic team
5.Communication and representation
Upon request, is able to respond to media requests in the field, in link with the communication department in Paris HQ and with the communication officer.
Coordinate and represent MDM with the relevant health actors or authorities on medical related issues and under delegation of the General Coordinator.
Liaise with other health agencies providing health services to ensure continuity of care for the patients referred from and to MdM clinics
