The Emergencies and Recovery Team (ERT) of the Canadian Red Cross (CRC) has the mandate to respond to global emergencies in a rapid, efficient, effective way by mobilizing resources which include emergency funds, emergency relief stocks and Emergency Response Units (ERU) and trained multi-lingual delegates.
Reporting to the Director, Global Health Unit, the Medical Coordinator will be the International Operations (IO) technical focal point for the clinical services provided within a Health ERU operation. In this capacity, the Medical Coordinator is responsible for providing technical support to emergency operations and the deployment of the CRC ERU, including equipment and delegates. Additionally, the Medical Coordinator will work closely with the other clinical expert supporting the Emergency Preparedness team (Advisor, Health in Emergencies) to ensure that medical/clinical services, protocols/guidelines as well as clinical equipment (standardized kits and modules) and pharmaceuticals that deploy within the ERU meet the WHO minimum required standards for emergency deployment. The Medical Coordinator contributes to the development/upgrading of various kits and modules, and related training content as required, and supports planning, monitoring and reporting of activities in the Health ERU. The Medical Coordinator also maintains and manages the ERU roster of health professionals that deploy with the Health ERU. In addition, the Medical Coordinator will convene and work closely with other health professionals and experts in related fields through working groups and task forces to ensure delivery against the above.
RESPONSIBILITIES:
Technical Support to Emergency Operations (30%):
Provides technical advice to ERU Coordinator and Logistics, Senior Officer when Health ERU deployments occur to ensure that ERU configuration matches the Deployment Order and identifies any additional material needs that may be needed particular to the affected area, based on information available
Provides recommendations on selection of ERU delegates with clinical profiles as required for the deployment of the ERU, and conducts briefings and debriefings of deploying and returning delegates. Ensures information from briefings and end of mission (EOM) reports relevant to ERU clinical services are properly logged and followed up on
Liaises and collaborates with colleagues in the Emergencies and Recovery Team and HR to select available delegates of specific interest/profile from the roster for subsequent rotations within the field hospital based on situation reports from the field, debriefings and verbal or written EOM reports from returning delegates
Provides technical support in the form of identifying relevant references and guidelines, for deploying delegates according to their Terms of Reference if these do not already exist within the ERU
Provides ongoing analysis of data and/or indicators received from the Health ERU (HIS, situation reports) and makes real-time recommendations to ERU Coordinator, Task Force (TF) Chair and/or Logistics as needed
Provides relevant health data at TF meetings to inform non-ERT members of work within field hospital e.g. public affairs, fund development, PQL.
Contributes to ERU evaluations and integrates relevant recommendations into subsequent ERU deployments
Review and update of medical and clinical services components of the ERU (40%):
Supports the Advisor, Health in Emergencies in review and revision of ERU clinical modules and ensures that the technical specifications of kits and their contents are aligned with or exceed relevant SPHERE and WHO minimum standards
Ensures that the modules are pre-stocked with materials, consumables, medicines and equipment that are consistent with and relevant to the health care services expected within Health ERU operations within specified deadlines for deployment readiness
Contributes to analysis and decision-making within the ERU Development working group for development/review/upgrade of kits, equipment, protocols and guidelines for clinical and related services
Provides subject matter expertise in the development of clinical and related services of the ERU as per CRC strategic directions and in close collaboration with relevant stakeholders of the unit and other health advisors
Contribute to the integration of relevant medical/clinical content into trainings and related projects. Assist with training as required
Management of clinical profiles on ERU delegate roster (20%):
Screens and interview applicants with clinical profile for ERU roster along with HR counterparts
Updates relevant information collected during briefings, debriefings, EOM reports, and/or outreach communications with delegates within the roster database
Liaises with ERT Program Officer, Public Health in Emergencies and Trainings as needed to identify and resource continuing education needs within roster of clinical profiles
Collaborates with human resources to identify needed profiles in the roster and provides support to the recruitment strategy
Project Management support to the Global Health Unit and Emergency Preparedness Team (5%):
Provides information for reports, monitors and evaluates emergency health activities as per CRC commitments and plans (CRC quarterly reports, SP coordination committee quarterly report)
Administrative Support and Team Work (5%):
Contributes narrative to the GAC Annual reports and work plans as well as budget monitoring for delegated budget lines
Participates in the development and dissemination of operational policy frameworks for International Operations
Ensures sharing and dissemination of program related materials to all concerned actors in the team and with the Canadian Red Cross Society.
QUALIFICATIONS
Education and experience
Medical/nursing background with clinical experience. Preference will be given to candidates licensed to practice in Canada
5-8 years clinical experience including 1 to 3 years of international experience preferable in emergency environments
Previous Red Cross or similar humanitarian assistance organization experience a strong advantage, particularly with the International Federation of Red Cross and Red Crescent Societies (IFRC) ERU, Field Assessment Coordination Teams (FACT), Field Operations, and/or International Committee of the Red Cross (ICRC) Rapid Deployment mechanism
Experience in program/project research and development as well as project management skills
Abilities and skills
Proven analytical and problem solving skills, as well as attention to detail
Self starter and able to work in an environment with ambiguity as well as an ability to work with tight deadlines
Proven ability to be a supportive and productive team member.
Strong written and oral skills in English and French (Spanish an asset)
Strong MS Office Word, Excel, PowerPoint skills
WORKING CONDITIONS
The employee will be based in Ottawa, Ontario. This is an office based position which may require domestic or overseas travel to attend conferences, workshops and meetings as required. If required, and eligible, periodic travel to country operations may be required. While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts.
