Overview of the Position
Under the administrative management of the Department of Safety and Security and technical management of our client’s Dispensary Physician, Medical Emergency Response Team members will provide a highly mobile rapid emergency medical response capacity capable of providing advanced life support intervention andevacuation to all staff whose organizations have signed a memorandum of understanding with the Department of Safety and Security (DSS).
General Functions
Objective: • Provide daily 24 hours emergency medical coverage for the staff • Support the development of the emergency medicine capacity of medical facilities within the humanitarian hubs of assignment. • Provide on-going emergency first aid training to the staff • Assist with our client’s planning for response to a mass casualty incident and medical evacuation. • Develop emergency medical training initiatives within national medical facilities at the humanitarian hubs of assignment. • Perform medical briefing for incoming staff
Scope of Work • Provide 24/7 emergency medical intervention to all staff whose organisations have signed a memorandum of understanding with the DSS. • Conduct at least two (2) medical training sessions per month, per location. One monthly session will involve local capacity building for health institutions. One monthly session will be general first aid training for the staff. • Assist with mass casualty training / exercise at our client’s compounds at locations. • Assists DSS Officers in drafting and updating mass casualty and medical evacuation plans.
Monitoring and Progress Controls Paramedics / Nurses will provide our client’s secretary with a weekly and monthly morbidity report which will include the following information: • Training Activities Conducted • Upcoming Training Activities • National Medical Capacity Building Projects • Update on Equipment and Supplies • Road Missions • Medical Evacuations • Patient Assessments Conducted (spread sheet format)
Our client’s secretary will compile the information from the four humanitarian hubs and send complete weekly and monthly morbidity reports to the members of the Medical Operational Coordination Group (membership of which presently includes the DSS Project Manager, Dispensary Physician and Operations Representative).
Essential Experience
Academic Qualifications • Professionally Licensed Nurse / Paramedics (authorising body must be cited)
Years of Experience • At least 5 years of experience working in an emergency medical setting in an advanced life support (ALS) role
Competencies • Current Pro-Hospital Trauma Life Support (PHTLS) and Advanced Cardiac Life Support (ACLS) certificates or equivalent (authorising body of the certificates also must be mentioned) • Basic understanding of adult learning concepts and the development and delivery of emergency medical / training courses (including scenario based training). • Ability to wok unassisted in remote locations and perform the following interventions without supervision. Including: a. Use of basic airway adjuncts such as OPA, NPA b. Provide airway suctioning c. Perform emergency endotracheal intubation and manual (or mechanical) ventilation (IPPV and APPV) d. Perform pharmacologically assisted intubation e. Provide on-going monitoring using ECG, SpO2 and End tidal CO2 monitoring equipment f. Pharmacologically treat medical emergencies – hypoglycaemia, anaphylaxis, continuous recurrent seizures, overdose of narcotic drugs, pulmonary oedema, conscious / altered conscious asthma g. Administer narcotic analgesia h. Manage chest pain of cardiac nature using appropriate pharmacological intervention i. Provide appropriate intervention (including pharmacological intervention) for unstable symptomatic patients the following dysrhythmias: ventricular fibrillation, ventricular tachycardia, electromechancial dissociation, asystole, bradycardia, supraventricular tachycardia, atrial fibrillation / flutter with rapid ventricular response, premature ventricular complexes, accelerated idioventricular rhythms, bizarre / unknown rhythms. j. Provide appropriate intervention for patient with inadequate perfusion associated with cardiac chest pain. k. Manage a casualty with hypoperfusion associated with hypovolaemia / non-hypovolaemia causes l. Provide intravenous and intra-osseous infusion m. Emergency airway-needle crychothyrotomy n. Needle chest decompression o. Spinal immobilisation using C-collar, head blocks, spinal board p. Apply traction splint for lower limb closed fractures q. Use of asherman dressing (or similar) for open pneumothorax injury r. Appropriately manage Traumatic Brain injury with evidence of raised intracranial pressure s. Appropriately manage casualty with large surface area burns for protracted period t. Appropriately manage casualties with traumatic injuries including fractures, blast injury, crush injury, drowning / near drowning, open abdominal injuries, etc…
Languages • Excellent knowledge of English including writing and communication skills;
