MdM in Syria
Following the rapid power shift in Damascus on 8 December 2024, the Syrian Arab Republic is undergoing a pivotal transformation that is fundamentally reshaping its humanitarian, political, and recovery landscape. The legacy of more than 14 years of conflict continues to manifest in an ongoing and unprecedented humanitarian crisis, characterized by significant challenges.

Currently, 16.5 million people are in need, with 8 million individuals urgently prioritized—representing 33% of the Syrian population. Syria’s health crisis is compounded by multisectoral fragilities and overlapping crises, including severe shortages of human resources, insufficient medical supplies, disparities in salary scales between the Ministry of Health and INGOs, weak governance and monitoring systems, political uncertainty, evolving humanitarian coordination mechanisms, reduced funding amid increasing needs, and expanded humanitarian access to previously restricted yet highly contaminated areas.

MdM is adapting its interventions to remain effective and impactful within Syria’s evolving humanitarian landscape.

MdM’s strategy in Syria is structured around two main priorities:Providing primary healthcare services, including outpatient consultations, vaccination, nutritional care, and reproductive health, through the direct support of three health facilities.
Ensuring a community-based approach to promote equitable access to healthcare services for all.

About the role
In the context of expanding our activities you will contribute to the definition and implementation of the program activities for the Syria mission. You ensures the relevance and quality delivery of all medical activities, and practices, with a particular focus on health data analysis.

What you’ll do
Under the supervision of the general coordinator, your main responsibilities are the following:

Program Management:
Lead the health and community assessments and the program aspect of the kick-off phase of the mission
Participate to the development of the general strategy (health strategy) of MdM activities with the general coordinator and the team
Lead the implementation of health activities as per MdM quality requirements and framework of intervention.
Analyse the medical data received and provide feedback to the coordination team, partners and HQ and accordingly.
Participate to the monitoring on a regular basis the different components of the program and to set up corrective measures in case of need
Co-operate with the administration team regarding budgeting

Team management & capacity building:
Design the mission health team set-up and recruit the staff under his/her direct responsibility
Ensure proper induction, capacity building and job training to concerned team members
Develop and conduct medical training on specific topics to increase the MdM team member capacities and knowledge

Management of medical stock and logistics chain for medical purchaseEnsure proper pharmaceutical management is in place and in line with MdM quality requirements.
Develop and update essential drug list based on program needs.
Ensure in collaboration with logistics department that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
Supervise medical purchase process (needs evaluation, orders, quality)
Ensure the supervision of the pharmacist (consumptions, orders & inventory) in collaboration with the medical team

Coordination with NGOs/local associations and representationParticipate to the different health meetings / clusters, with proactivity and leadership
Establish and maintain good relationship with MoH / DoH to ensure all project activities are carried out smoothly
Ensure coordination and work in close collaboration with partners and different stakeholders including communities.

Reporting and Internal CommunicationParticipate to the monthly Mission’s Situation Report compiled by the GenCo through development of medical sitrep
Participate in the writing of donor’s activity reports and proposals

Who you’ll work with

You will work under the supervision of the general coordinator (along with the Desk Officer, HQ medical advisor and mental health (MH), and protection advisors/referents and deputy general coordinator).

You are the right match if you:A professional medical or a paramedical qualification (doctor, nurse, midwife etc)
Have a minimum of 4 years of experience in a similar position with an international NGO, working in emergency contexts is an asset
Have an experience in training, mentoring, and supervising newly recruited teams, fostering operational practices and developing both individual and collective skills
Speak English fluently, Arabic is highly appreciated

This role may not suit you if you:don't have experience as a medical coordinator
don't have any previous experience in health project management within the humanitarian sector
don't have any knowledge of medical project cycle management and its relation to data analysis
Are not aligned with MdM’s values

Employment conditions

Contract & status:Gross monthly salary: 3 627 €
Fixed-term contract (6 months), starting in January 2026
