Migration Health Officer (Emergency Response)

Context:
Under the overall supervision of the Chief of Mission, with direct supervision from the Migration
Health Coordinator, the Migration Health Officer (Emergency Response) will be required to
support the implementation of IOM Migration Health operations. The Migration Health Officer
(Emergency Response) will be responsible and accountable for assisting and supporting the
Migration Health Coordinator with oversight, coordination, implementation, and particularly
quality control and quality assurance of IOM's emergency health response.

Core Functions / Responsibilities:
1. Assist in the provision of direct oversight to the emergency health response including
planning and implementation of project activities (human resources, medical equipment and

supplies, health infrastructure, health information systems), direct supervision of health teams in
all IOM-supported health facilities, outreach, and referral activities.
2. Contribute to the development and implementation of health projects in coordination with the
Migration Health Coordinator and Programme Support Unit as necessary ensuring they are:
a. consistent with IOM’s policies, thematic guidance notes and any relevant national policies
and/or regional strategies.
b. coherent, relevant, and feasible, and take into account good practices in the area of migration
health.
c. developed and implemented according to IOM’s project development procedures as
established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
3. Supervise and train staff and consultants to ensure quality control and quality assurance is
mainstreamed in field-level coordination and implementation of planned activities, primarily in
the provision of the Essential Package of Health Services (EPHS) including primary health care
services, Expanded Programme for Immunization (EPI), outreach health promotion activities,
sexual and reproductive health services (antenatal care, postnatal care, maternity and
prevention of sexually transmitted infections), and the strengthening of medical referral systems
and coordination mechanisms.
4. Support in building capacity and supervision of implementing partners to ensure efficiency of
the program.
5. Coordinate with other health technical officers to ensure the mainstreaming of specific
interventions required under their respective technical thematic areas.
6. Plan and coordinate the Migration Health Division (MHD) Emergency Preparedness and
Response (EPR) plan for disease outbreaks and disasters. This may include the establishment
of disease-specific treatment facilities, management of the emergency medical transportation
system and the recruitment and training of surge medical teams to lead the response.
7. Conduct field assessments and provide technical support on the overall monitoring and
evaluation of health interventions, specifically developing tools aiming at increasing
effectiveness, improving quality of care, and recommending detailed action plans for
implementation.
8. Ensure proper reporting by all health facilities into IOM's health information management
system as well as national health information management systems such as the Early Warning
Alert and Response System (EWARS)/national District Health Information Software (DHIS) 2
system and produce and analyse regular epidemiological reports and support project
development in conjunction with the Migration Health Coordinator.
9. Liaise closely with IOM teams and other stakeholders providing Water Sanitation and
Hygiene, Shelter/ Non-Food Items, Protection and Gender-Based Violence (GBV), Mental
Health and Psychosocial Support, Displacement Tracking Matrix, and Camp Coordination and
Camp Management/Site Management to ensure cross-cutting health issues and concerns are
mainstreamed and addressed across relevant sectors.
10. Represent IOM at health and other sector-related meetings including thematic subgroups
and technical working groups. Key counterparts will include, among others, the Ministry of
Health, World Health Organization, United Nations Children's Fund (UNICEF), United Nations
Population Fund (UNFPA) and national implementing partners.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Nursing, Medicine, Health Sciences, Community or Public Health or a
related field from an accredited academic institution with five years of relevant professional
experience; or,
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Minimum of three years of experience, preferably at an international level, and involving
migration health issues.
• Demonstrated experience in emergency response and coordination, including staff
supervision, design, and delivery of humanitarian health assistance in complex environments,
including planning, implementation and analysis of technical health interventions and resource
mobilization.
• Programmatic field experience in a humanitarian and/or public health emergency is desirable.
Skills
• Proven capacity and vision to develop and implement programmes in the area of migration and
health.
• Knowledge of structures and functions of national and international health agencies and
donors.
• Familiarity with the health sector in the region and/or other similar resource-limited contexts is
an advantage.
• Knowledge of monitoring and evaluation, and excellent written communication skills (for
example, through extensive experience in writing reports).
• Excellent communication, presentation and writing skills with strong computer literacy,
especially advanced working knowledge of Microsoft Office.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.
Any offer made to the candidate in relation to this vacancy notice is subject to funding

This selection process may be used to staff similar positions in various duty stations.
Recommended candidates will remain eligible to be appointed in a similar position for a period
of 24 months.

the Professional Category of staff members. For this staff category, candidates who are
nationals of the duty station’s country cannot be considered eligible.
Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
