IRC began its operations in Chad in 2004 in response to the humanitarian crisis caused by the influx of refugees from Darfur into eastern Chad, with an intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now extended to the management of eleven camps in the east and one camp in the west, with assistance to refugees and local communities in health, nutrition and water, hygiene, and sanitation.

In 2012, in response to drought and food insecurity, IRC extended its geographical coverage into the Guéra region. IRC currently works in five health districts, Mongo, Mangalmé, Melfi, Bitkine and Baro, and provides reproductive health services, as well as the prevention and treatment of malnutrition and communicable diseases in children under 5. In May 2016, IRC opened an office in the Lake region in response to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to Gender Based Violence.

IRC Chad's health programs are designed and implemented in line with IRC's global health strategy, the Strategic Action Plan, the Outcome and Evidence Framework and the Theories of Change (ToC) linked to health outcomes. The sector strategy is based on improving access to curative, preventive and promotional health services, including improved access to drinking water and sanitation. To develop its programs, the health team works in close collaboration with the government and non-governmental stakeholders, and for the past two years has been involved in the transition between emergency and development programs.

Work framework

Under the direct supervision of the Senior Health Coordinator, the PHC Coordinator will be responsible for coordinating various primary health care interventions and ensuring their quality and alignment with IRC's health program strategy in Chad. He/she will provide technical support to project leaders and health program managers based in IRC's three strategic zones in Chad (Lake, Guera and East) and in N'Djamena. He will also provide technical support for the development of new approaches, particularly the integrated management of childhood illnesses at community level, and non-communicable diseases.

Main responsibilities:

Program coordination:


• In collaboration with other technical coordinators and health managers who are specialists in their field, participate in primary health care needs assessments and produce quality reports;

• Organize regular meetings with health program managers (

• Senior Health Manager) in collaboration with the other technical coordinators supporting the country program for an integrated health approach and programming.

• Participate in the development, implementation and revisions of the Strategic Action Plan (SAP) for the Health sector, including self-assessments, stakeholder analyses, etc. ;

• Ensure that the different sectors of the health program (primary health, reproductive health, mental health, nutrition, environmental health) and other IRC programs (WPE and ERD) are effectively integrated in the field;

• Participate in capacity building of local partners (MSPs, local NGOs, UN agencies, etc.) in the field of primary health care as required.

Proposal and reporting:

• Participate in the development of new proposals based on ongoing health needs gathering and analysis in collaboration with other health technical coordinators and field-based health program managers ;

• Review reports including project monitoring reports and ensure that donor and IRC requirements are met and that donor reports are produced, reviewed and submitted on time to the grant team for review and submission.

• Participate in the drafting of periodic health program reports including the monthly regional management report.

Monitoring, evaluation, research and learning:

• Conduct monitoring and evaluation of IRC health programs through regular data analysis and supervision and review of program activities, including field visits;

• Ensure that M&E is part of the program and contributes to its improvement, and provide constructive and timely feedback to health staff and partners;

• Based on data and evidence, improve the quality of methodology and reporting;

• In collaboration with the SHC and MEAL Coordinator, ensure that IRC's programs and activities are properly documented, based on quality data analyzed monthly and contribute to the organization's institutional learning and advocacy on behalf of the beneficiaries and communities we work with;

• Document lessons learned, innovative approaches and the generation of information and evidence to contribute to IRC's global learning;

• Work with the MEAL Coordinator, program managers and M&E field staff as well as coordinators/managers to ensure that data collection systems meet IRC, Ministry of Public Health (MoH) and donor requirements.

Human Resources Management:

• Manage human resources under direct supervision according to the IRC management model ;

• Ensure that there is a system in place for regular evaluation of staff performance, including the provision of technical support and opportunities development ;

• Ensure regular meetings with health staff under his/her supervision;

• Ensure standard induction and orientation procedures for new healthcare staff;

• Contribute to the recruitment of new staff, including consultants, by participating fully in the following activities: selecting candidates, taking the written test, and interviewing candidates;

• Promote professional working relationships and resolve conflicts and problems between staff members in a timely manner.

Budget and financial resource management:

• Collaborate with the SHC as well as the Finance and Operations teams, the financial management of the health program by intervening in the preparation of budgets, review of BVAs, delivery of Purchase Requests, financial accounting, etc.

Partnership, Coordination and Representation:

• In collaboration with the SHC and other sectoral technical coordinators, ensure technical representation of IRC to other stakeholders, donors, UN agencies, national and international NGOs in important forum and meetings and interact productively with national and local government representatives and other key players responsible for ensuring quality and access to Primary Health Care.

• In collaboration with the SHC, provide technical assistance to the Ministry of Public Health in the development and review of national policies, guidelines, standards, protocols, programs/modules and other tools to improve the delivery of quality primary health care services.

Qualifications
• A degree in the field of health, particularly public health with proven technical expertise and working knowledge of public health, with particular emphasis on primary health care,
• Five years' professional experience in health program management, preferably in emergency situations or refugee camps.
• Excellent primary health care management skills
• Experience in staff capacity building
• Experience in conducting evaluations, preferably using participatory approaches
• Experience of working in a multicultural environment
• Ability to work flexibly
• Ability to write clear, concise reports and proposals, and to meet deadlines
• Ability to work independently while being an excellent team leader
• Ability to work in volatile security environments
• Previous experience of working with international partners, in particular UNHCR, BPRM, AFD, EuropeAid, GAC, SIDA, OFDA and ECHO
• Fluency in English; written and spoken French required
• Technical expertise in program development and training needs assessment and facilitation
• Good command of health data processing software (EPI-Info, SPSS, STATA, etc.)

Work environment
Security: The PHC Coordinator will be based in Hadjer Hadid (yellow level) with frequent field travel.
