Context:

Under the overall supervision of the Programme Coordinator (Humanitarian Response and Transition (HRT)) and the direct supervision of the Migration Health Officer (Emergencies), and working in close collaboration with other programme teams (in particular Water, Sanitation and Hygiene (WASH), Emergency Shelter / Non-Food Items, Peacebuilding, Resilience & Durable Solutions, Rapid Response Fund (RRF), Displacement Tracking Matrix (DTM), Assisted Voluntary Return and Reintegration (AVRR) and Migrant Protection and Assistance (MPA)), the Migration Health Officer (Mental Health and Psychosocial Support (MHPSS)) will facilitate the planning, implementation and monitoring of MHPSS portfolio in the health team in Humanitarian Response and Transition (HRT), and the geographical coverage will be for all Sudan.

The Migration Health Officer (MHPSS) will be responsible for contributing to technical capacity building, supervision and standardization of IOM Mental Health and Psychosocial Support (MHPSS) activities. They will provide guidance for the development as well as for monitoring the quality of current and future MHPSS programmes at the design, implementation, monitoring and evaluation phases. Additionally, the Migration Health Officer (MHPSS) will participate in meetings with authorities, humanitarian actors and donor counterparts for the MHPSS sector.

Core Functions / Responsibilities:
With support and guidance from Migration Health Officer (Emergencies) and in close coordination with other units, in particular the Protection Units, contribute to the development and implementation of mental health and psychosocial support activities for displaced populations, migrants, and other vulnerable populations, with a focus on community based mental health and psychosocial support.
Contribute to knowledge management and capacity development by providing technical inputs and guidance in the field of MHPSS to colleagues and partners, implementing capacity building activities and producing briefs.
Evaluate the training needs on MHPSS and related protection topics among IOM field staff, implementing partners and other stakeholders, and provide training, as necessary.
Review project proposals from partners regarding MHPSS programming, checking adherence to best practice and commonly agreed cluster standards, as well as IOM internal procedures and protocols, based on the IOM Manual on Community-based Mental Health and Psychosocial Support in Emergencies and Displacement.
Actively contribute to strengthening referral systems and networks, in close coordination with the health, nutrition and protection cluster/MHPSS technical working group and other relevant actors, as well as the IOM Sudan’s Protection Unit.
Participate and engage actively in inter-agency MHPSS and related protection/migration health fora/meetings, as required.
Contribute inputs for donor and partner meetings, briefings on IOM MHPSS and related health/ protection activities and achievements.
Draft reports covering MHPSS related activities, including briefing, statistical/narrative reports and background notes, as well as specific information requested by IOM, and other entities.
Monitor and track the financial, administrative and technical aspects of MHPSS projects and activities and check adherence to IOM and donor policies and requirements.
In close coordination with Monitoring and Evaluation (M&E) colleagues, contribute to the development of tools and guidelines for partners to track and monitor MHPSS activities.
Encourage and facilitate the mainstreaming of cross-cutting issues such as protection including gender-based violence (GBV), gender, Accountabiltiy to Affected Populations (AAP), inclusion of persons with disabilities and older persons and conflict sensitivity.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
Master’s degree in Psychology, Social Work, Education, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.

Experience
Experience in MHPSS and familiarity with related coordination mechanisms;
Experience with providing technical guidance and conducting capacity building MHPSS principles and approaches for various stakeholders;
Experience in project management and/or coordination;
Experience in humanitarian settings;
Experience with remote management;
Experience in liaising with partners, other national/international institutions, and non-governmental organization (NGOs);
Experience in related protection or migration health programming an asset; and,
Working experience with an operational UN agency or a major international NGOs in the field of MHPSS, internally displaced people, and/or migrants, is an asset.

Skills:
Ability to work in dynamic, fast pace environment;
Familiarity with the IOM Manual on Community-based Mental Health and Psychosocial Support in Emergencies and Displacement or other relevant guidelines on MHPSS in emergency settings;
Knowledge of international protection standards;
Knowledge of case management principles an asset;
Knowledge of IASC cluster systems; and,
Good writing skills in required languages an asset.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
