Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term, or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term, or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator, and in coordination with the Migration Health Division (MHD) at the Regional Level and Headquarters, the Migration Health Coordinator (Emergency Response) will be responsible for the overall supervision, management, coordination, and strategic guidance of IOM’s Migration Health programming in the specified location.

The successful candidate will provide programmatic management, coordination, strategic guidance, and technical oversight to IOM’s emergency health operations; ensure coordination with the Ministry of Health, World Health Organization (WHO), implementing partners, and health sector partners; liaise and collaborate with other IOM sectors, oversee and supervise IOM’s emergency health teams and guide project and program development through the emergency and transition phases in specified location.

Core Functions / Responsibilities:

Coordinate and supervise the overall management and administration of IOM’s Migration Health programme within the framework of IOM’s emergency and recovery response.
Provide strategic and technical guidance for emergency health programming and health system strengthening activities including outbreak preparedness and response, primary and secondary health care service delivery, risk communication and community engagement, community health education, health infrastructure development, and capacity building programming.
Align the migration health strategies and priorities in the country with global health goals, regional trends, and existing policy frameworks set by relevant health authorities, in close coordination with thematic specialists in the region, as well as the senior staff of the Migration Health Division (MHD) in IOM Headquarters.
Develop, prepare, implement, and manage health projects and programs in coordination with the Programme Support Unit, Programme Units, and Regional and Headquarters as necessary ensuring that they are:consistent with IOM’s policies, thematic guidance notes, and any relevant national policies and/or regional strategies.
coherent, relevant, and feasible, and take into account good practices in the area of migration health.
developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
Supervise clinical and non-clinical IOM Migration Health Division staff to ensure continuous provision of quality migration health services throughout IOM’s supported clinics and other health facilities, conduct performance appraisal of both clinical and non-clinical IOM migration health staff using the IOM Performance Management System, and actively identify and promote training needs of staff.
Take the lead in the identification of implementing partner(s) following IOM’s criteria and protocol, coordinate, support, and provide guidance in order to strengthen and promote the efficiency of IOM programs in coordination with relevant departments.
Supervise and/or coordinate with the mental health and psychosocial support (MHPSS) response section at IOM Headquarters and/or the designated regional focal point(s) to ensure the inclusion of MHPSS components in health programmes in emergencies developed under the Health Sector.
Develop, strengthen, and expand partnerships with the Ministry of Health, World Health Organization (WHO) Country Office, UNICEF, and other relevant NGOs and parties, including local NGOs/CBOs in order to develop a migrant health agenda at the country level (including through the development of memorandums of understanding at country level, representation of IOM at strategic and technical meetings, and so on).
Guide IOM in engaging and/or coordinating with country Humanitarian and HealthCluster/Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking the health sector with other IOM-led sectoral activities.
Facilitate close collaboration with IOM's other service areas in the country, such as WASH, Protection, and Gender Based Violence. Displacement Tracking Matrix, Camp Coordination and Camp Management, and others, in order to integrate and mainstream health into project proposals, tools, and strategies where relevant and possible.
Maintain a high level of global and public health expertise and ensure that analysis and sharing of health data of significant relevance stemming from IOM programmes in migration health are maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence.
Analyze and regularly share critical developments, technical updates, project updates, achievements, and best practices with MHD Regional and Global offices and other internal and external stakeholders and contribute to thematic policy development and global reports.
Oversee the project and resource deployment, activation, implementation, reporting, and evaluation of the health-related programs including monitoring of budget expenditure and ensuring that key performance indicators are met in a timely manner.
Monitor and analyze the progress of health projects, to increase effectiveness, recommend appropriate action as required, and assist in the development of evaluation protocols.
Support resource mobilization in close collaboration and coordination with the programme support unit.
Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
Master’s degree in Nursing, Medicine, Health Sciences, Community or Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or
University degree in the above field with at least nine years of relevant professional experience.
An additional qualification in Clinical Medicine, Tropical Medicine, Maternal and Child Health orPublic Health is an advantage.

Experience
At least seven years (nine years for bachelor's degree holders) of experience, preferably at an international level, and involving migration health issues.
Experience in managing significant and complex emergency health programmes, including large teams and programme budgets.
Demonstrated experience in emergency response and coordination, design, and delivery of humanitarian health assistance in complex environments.
Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector, and civil society.
Experience in resource mobilization and other fundraising modalities including budget management.
Proven experience in communicating scientifically to specialized audiences.

Skills
Proven capacity and vision to develop and implement programmes in the area of migration and health.
Knowledge of monitoring and evaluation, and excellent written communication skills (for example, through extensive experience in writing reports).
Excellent communication, presentation, and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.
Knowledge of health programme management in emergency, recovery, and development contexts.
Thorough knowledge of the IOM project management cycle, programme support modalities, and administrative systems and rules.
Proven capacity and vision to develop and implement programmes in the area of migration and health.

Languages
IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish or Arabic language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
