Background to the post

Since the outbreak of the armed conflict in Ukraine on the 24th February 2022, almost 14 million Ukrainians have been displaced seeking refuge in EU countries. As of March 2023, more than 2.1 million people arriving from Ukraine and 899 896 people arriving from Moldova have entered Romania. Of these people, 109 000 are currently registered in Romania.

The health needs of Ukrainian refugees are significant, and require access to a range of health services to address their physical and mental health needs, but access to these services can be challenging in Romania due to language barriers, lack of documentation, financial resources, discrimination, and unfamiliarity with the health care system.

The refugees are mainly present in the cities of Bucharest, Constanta, Brasov and Iasi. The French Red Cross is participating in the response of the Red Cross/Red Crescent Movement in Ukraine and surrounding countries by providing significant logistical support and by opening delegations in Moldova and Romania. In Romania, the French Red Cross delegation is located at the Romanian Red Cross headquarters in Bucharest. Together with the Romanian Red Cross, the French Red Cross is engaged in a two-year health project for Ukrainians and vulnerable host populations.

Ongoing CRF programs in the area

The Health caravan project started in September 2022, with the main objective to contribute to the improvement of the overall health of host communities living in rural areas and of people fleeing Ukraine who are outside the Romanian health system through better access to care. The project participates in the prevention and management of non-communicable diseases affecting the target populations and helps facilitate access to primary healthcare to the target population through general and specialized consultations and an efficient referral system.

With the support of the French Red Cross, the RRC opened 5 Health Centres in major cities and launched a mobile unit (caravan) in June 2023 to cover remote rural areas in 14 Judets. The Health caravan and centers has been providing medical consultations (general medicine, dentistry, pediatrics, cardiology, optometry), gynecological consultations with the NGO 'Actions Santé Femmes', and an adapted referral to specialists or partners.

Objectives and responsibilities of the position

Under the responsibility of the Head of Delegation, the role of the health project manager is to ensure the implementation of the project and to provide technical expertise in the implementation of the health caravan project in collaboration with the Romanian Red Cross project manager.

Hierarchical links

The health project manager works under the hierarchical responsibility of the Head of Delegation of the FRC in Bucharest.

He/she provides technical support and guidance to the RRC on health programming and implementation of humanitarian standards. He also supervises the medical team of the project, and conducts close monitoring of the Health centers and the Caravan.

The health project manager works in collaboration with the RRC project manager, who is in charge of the operational implementation of the activities.

Area of intervention

The Health Project Manager is based in Bucharest. He/she will cover the entire health region of intervention.

Tasks and Responsibilities:Actively participate to the capacity building for RRC on humanitarian standards related to our joint Health project
Alongside the RRC, ensure the effective and efficient implementation, monitoring and evaluation of the Health Caravan project
Contribute to the reporting of activities and the implementation of the OSO
Actively support the Romania RC in strengthening visibility and communication of our joint Health Caravan project
Actively support the Romania RC in developing exit strategy to ensure sustainability and greatest impact of our joint supported project

Candidate profile

EducationDiploma in public health and/or health professional (doctors, registered nurses or health sector)
Experience in implementing mobile clinics and screening and awareness campaigns
Experience in conducting training courses for health professionals

Job requirements
At least a 2 year- experience in project managing primary healthcare and community health projects
Diplomatic skills
Previous experience in capacity building is required
Pedagogy, rigor
Organizational and coordination skills
Ability to work in an intercultural team
Ability to convince, gain acceptance and create a stable and reassuring work atmosphere
Knowledge of the Red Cross/Red Crescent Movement and the FRC preferred
Knowledge of the Romanian context (functioning, actors, financing) would be an asset
Computer skills: complete autonomy in Windows/ Google workspace and mastery of databases

Languages
English is the working language. Fluency in Romanian/French is an asset

Passport valid for more than 6 months at the time of departure
Up-to-date vaccination records / fitness to travel
Full vaccination schedule required

Practical information related to the position

Conditions of employment:
Type of status: expatriate
Type of contract: Fixed-term contract under French law
Salary: According to the classification of the position on the CRf grid and the experience of the candidate
Per diem: daily per diem which varies according to the country
Leave: 10 to 15 days minimum every 6 months - Airfare paid at 100% by CRF for home travel
Health coverage: CFE + Mutuelle MSH (covered 100%) - covered at 75% by the CRF
MedEvac/repatriation insurance: YES
Other insurances: Provident insurance (death and disability)
