Summary:
We are currently looking for suitably qualified Offshore Doctors with critical care experience for a project located Offshore Broome.
This is a long term contract starting February 2023 with a 4 week on/off rotation pattern.
General Description
The Doctor is responsible for providing medical services in accordance with good medical practice and applicable rules and regulations.
The Doctor is primarily responsible for all aspects of health management and support, including primary care and trauma care.
The Doctor reports to the OIM on all medical cases that could affect the safety on the rig or require mandatory reporting.
The Doctor has the responsibility to observe, respect and comply with client standards including the client Management System and work permit system.
Responsibility:
Primary Care
Provide primary care for all workers including diagnosing and managing routine medical conditions and minor injuries.
Supervise the physical and mental health of all crew on board.
Discuss all significant medical cases with Topside Doctor and if necessary summon emergency medical support and provide functional leadership to prepare personnel for evacuation in accordance with the rig’s Medical Emergency Response Plan (MERP).
Provide follow up treatment in cases of injury and illness where evacuation is not required.
Undertake accurate clinical assessment and examinations.
Maintain up-to-date, accurate, individual medical records for all workers in the medical records database.
Report medical treatments in accordance with requirements.
Ensure that appropriate immunisation recommendations are understood and implemented by the workforce as required.
Recommend applicable health regulatory requirements.
Trauma care:
Recommend medical aspects of Medical Emergency Response Plans.
Perform assessment and immediate treatment of serious illness or injury.
Conduct referral of patients where treatment is outside the scope and resources of Medic and rig. Ensure consultation with Topside Doctors to ensure effective emergency evacuation.
Travel with patient (if necessary) to nearest approved Medical Facility.
Provide functional leadership during emergency medical delivery and mass casualty scenarios.
Understand their role in Medical Emergency Response Plan.
Ensure that an area for triage and multiple casualties is identified and documented.
Ensure that critical medical supplies and equipment are pre- packed and available for emergency use at pre agreed sites or during patient transport.
Participate in drills.
Maintenance of Clinic and Medical Equipment:
Decide on appropriate resources to manage ill health and injury.
Ensure that the clinic is kept in a clean, hygienic and tidy state and is accessible to workers when the Doctor is present.
Maintain records of the clinic stock, including Controlled Drugs Register and clinic inventory.
Ensure that stock levels are maintained and that all medicines are in date in accordance with class and/or flag state requirements.
Comply with legal and professional standards relating to storage, dispensing, administration and disposal of medications.
Ensure that equipment is well labelled in accordance with client requirements.
Monitor availability, functionality and condition of all medical facilities, stretchers, first aid points and eyewash stations. Effect replacement, repair and servicing as and when required.
Maintain records on medical equipment, detailing checks that have been performed.
Compliance verification on medical equipment/ hospital work (verifications on behalf of compliance manager).
Hygiene Inspections:
Participate in weekly hygiene inspections of all rooms where food is prepared and stored, rooms for washing and storing of linen and clothing, sick bays, sanitary rooms, cabins and recreation rooms. There should be appropriate reporting to the OIM and/or HSE Team and catering staff and follow up on hygiene reports to ensure that all non-conformances are closed out.
Ensure food supplies storage and preparation meet accepted client standards.
Ensure that all food handlers on the unit are medically fit for duty (e.g. absence of acute or chronic illness).
Alert OIM and/or HSE Team about any outbreaks of gastrointestinal illness that may be related to food or water.
First Aid Training and Medical Emergency Response Planning:
Ensure an effective response in emergency situations by providing regular first aid training including CPR for Medical Emergency Response Teams and First Aid Personnel.
Arrange for periodic simulated exercises and drills for First Aid Personnel.
Co-ordinate and supervise First Aid Teams during medical and operational emergencies.
Maintain records that demonstrate Medical Emergency Response Teams are up to date with first aid training and have full understanding of their roles and the equipment they may be required to use.
Ensure that first aid equipment is maintained and checked on a regular basis.
Be aware of their role in the Medical Emergency Response Plan (MERP)
Health Campaigns and Occupational Health:
Promote healthy lifestyle in accordance with client policies by delivering regular training on health issues, e.g. manual handling and ergonomics training.
Advise workforce on general matters relevant to their health and well-being.
Advice workforce on topical health issues as recommended by the World Health Organisation (WHO).
Be aware of regulatory health requirements.
Environmental Health:
Undertake regular water testing - taking samples of potable water and forward to laboratories according to the Drinking Water Manual.
Ensure appropriate disposal of clinical waste in compliance with applicable laws and regulations
Ensure, in conjunction with local management, that appropriate control measures for vector-borne diseases are in place.
Registration of all chemicals (products and substances that may create a health hazard)and informing the OIM of potentially dangerous substances.
Perform chemical handling training for all crew.
Additional tasks:
Assist with control of Personal Protection Equipment (PPE).
Assist with investigation of injury cases involving personnel.
Keep personnel informed regarding the period of validity of their health certificates
Prepare/update and present a slideshow for all new personnel on board to inform about HSE and some client policies.
Take new personnel on a guided tour of the rig to explain emergency systems including:

Where responsibility is allocated the matching authority is also granted, unless otherwise stated. Stop any operation when deemed unsafe to continue.
Documentation and record responsibilities:
In liaison with offshore management check and record all chemicals; products and substances that may create a health hazard, on board and arrange for a proper filing of the hard copies of MSDS’s for such products and substances.
In accordance with the instructions in the SIRIUS Management system, prepare and forward reports for the assigned area of responsibility e.g. accident reports, drug accounts, hygiene reports, working environment records, etc.
All consultations and dispensing of medicines to be recorded in a Medical Logbook (journal, database or drive). These records and other personal information are to be filed in a proper and confidential manner
