CONTEXT

Médecins du Monde Belgium (MdM BE) is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world.

We aim for universal health coverage where every person has access to health care, without barriers (financial, cultural, geographical, etc.).

In Belgium and in the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society (homeless people, undocumented migrants, drug users, sex workers, etc.); children in vulnerable situations; women (accompanied in their fight for equality or against sexual violence, for example); migrants or displaced persons; and victims of crises or conflicts.

GOALS AND RESPONSIBILITIES

In line with mission statement and the objectives of MdM BE, the Medical Coordinator is in charge of the design, implementation, the strategy of a medical intervention in Slovakia/Hungary. The position acts in close collaboration with the other members of the Senior Management Team to support the development of MdM BE’s presence in Slovakia/Hungary.

The Medical Coordinator is under the direct supervision / line management of the General Coordinator and is in charge of:Designing, planning, implementing, adapting, and monitoring programmes’ health activities
Ensuring the quality and relevance of health activities, practices, and data
Directly or indirectly leading/supervising medical teams (MdM or partners)
Participating in the definition of the country strategy led by the general coordinator

Program ManagementParticipate to the development of the general strategy on MdM activities with the General Coordinator
Make sure the different components of the program are consistent and in link with population needs
Participate to the Implementation of medical activities in link with the needs of the focused areas of intervention
Conduct Rapid Health Assessments when requested.

Team management
Recruit staff under his/her direct or technical management
Ensure proper induction, capacity building and on the job training to team members
Organise and conduct regular medical department meetings
Define, roll out and supervise the whistleblowing policy and tools

Management of medical stock and logistic chain for medical purchase

Ensure in collaboration with Logistic department that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
Supervise medical purchase process (needs evaluation, orders, quality)
Ensure the supervision of the pharmacist (consumptions, orders & inventory) in collaboration with the medical team

Coordination with NGOs/local organizations and representation

Participate to the different medical meetings especially on Health Cluster meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the Health Cluster members
Establish and maintain good relationship with MoH/ to ensure all project activities are carried out with their agreement
Liaise with the legal or appointed medical authorities in the areas where MdM could operate
Ensure coordination and work in close collaboration with partners

Reporting and Internal Communication

Participate to MdM internal meetings
Elaborate Weekly Sitrep with the team
Ensure regular contacts with General Coordinator
Participate in the writing of donor’s activity reports and proposals
Provide the needed information and available materials for advocacy and visibility on MDM action, humanitarian situation in Moldova & Romania

This list of activities is not exhaustive and may change depending on the situation.

The job position is located in Slovakia / Hungary but the candidate should be prepared to travel frequently. This ToR is due possible changes as the mission developing The Medical Coordinator must respect code of ethics adhering to principles of confidentiality and impartiality; as well as MdM BE Charter of values.


PREREQUISITES - International Profile

Qualifications and Experience:Medical Doctor or Nurse or Midwife
Master’s in Public Health is desirable
Minimum 4 years’ experience in similar positions or in humanitarian sector
Experiences in public health and in managing health welfare in communities
Experience in supervising Health Promotion activities and some basic mental health activities
Experience in hard negotiations with local authorities, partners and staff in a tricky context
Experience in outbreak management and emergency response

Competencies/languages and other skills:Excellent management skills
Excellent writing and oral skills
Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships
Ability to work autonomously and under pressure
Displays cultural, gender, religion, ethnicity, nationality and age sensitivity and adaptability
Fulfilling all obligations to gender sensitivity and zero tolerance for sexual harassment
Driving licence “B” category is a must
Excellent knowledge of Windows environment (word, excel)
Fluency in written and spoken English. Russian is a strong asset

Salary : a gross salary of 3610€ for 2 years of experience ; a gross salary of 3864 € for 10 years of experience ; perdiem included in gross salary. Relevant experience recognized.
