Context:
Since 1999, the International Organization for Migration (IOM) has been supporting migration health initiatives in Thailand. Within its Health Border and Mobility Management (HBMM) framework, IOM delivers and promotes comprehensive, immediate and long-term preventive and curative health programmes which are beneficial, accessible, and equitable for migrants, mobile population and other vulnerable and hard to reach populations. Bridging the needs of both migrants and member states, IOM's Migration Health Department (MHD) contributes towards the physical, mental and social well-being of migrants, enabling them and host communities to achieve social and economic development. IOM works within existing health framework and with government authorities and Health, Water, Sanitation and Hygiene (WASH), and Protection cluster coordination mechanism. IOM is particularly active in the areas of Tuberculosis (TB) and COVID-19 disease surveillance and prevention and has extensive experience in conducting health assessments for migrants and refugees such as medical screenings (including laboratory diagnostics, immunization and treatment) and psychosocial assistance so that they can travel and remain healthy throughout their stay in Thailand and abroad.
IOM supports the Ministry of Public Health (MoPH) to strengthen health service capacity at the border points to effectively prevent, detect and respond to the infectious diseases and other public health threats. IOM provides integrated surveillance and disease control training for the frontline health staff working in border areas, necessary medical and health commodities for the border posts, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication assistance to sensitize cross border population and neighbouring communities. IOM is an active partner of the MoPH in responding to the challenges of public health and migration.
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of Chief Migration Health Officer (CMHO) (HAP), the Migration Health Physician will be responsible and accountable for organizing, implementing, coordinating and supervising activities relating to the Regional Border Health Project funded by Center for Disease Control (CDC) in collaboration with the Thai MoPH, other public health ministries in Southeast Asia, World Health Organizaton (WHO), non-governmental organizations, universities, and/or private industry. Incumbent must have a knowledge of program implementation using a multidisciplinary approach, public health techniques and methodologies, and the ability to adapt selected methodologies to facilitate the achievement of the program's objectives.
Core Functions / Responsibilities:
Conduct health assessments of the refugees and migrants, including proper identification, review of the medical history, physical examination, re-reading of Chest X-rays (CXR) and review of laboratory test results, in accordance with the technical guidelines of the resettlement countries.
Provide vaccinations according to the technical instructions of resettlement countries.
Perform treatment of tuberculosis, sexually transmitted infections, parasites and provide support to the HIV, TB and other counselling activities.
Record all relevant health data in standard forms, Migration Management Operational Software Application (MiMOSA), eMedical and other relevant databases. Ensure completeness, accuracy and timeliness of the recorded information.
Make referrals for additional testing and treatment, if necessary; follow up patients on treatment. Liaise with the laboratories, radiologists, other external service providers, health providers in the camps, government and UN bodies regarding health issues of refugees and migrants, strictly adhering to the principles of confidentiality.
Support the CMHO in the management of various aspects of the health assessment programmes: organization of workflow, supervision of the junior staff, medical procurement, quality assurance and quality control.
Participate in public health activities and health education activities.
Participate in public health collaborative projects with CDC, Global Fund and other entities, as required.
Participate in development of SOPs and other written internal documents.
In coordination with the CMHO, liaise with in the health authorities in the US Centers for Disease Control and Prevention (CDC), Australia Department of Immigration and Border Management (DIBP), Canada Immigration and Citizenship (CIC) and health authorities or IOM missions in other resettlement countries. If requested, represent Migration Health Division in the internal and external meetings.
Participate in data analysis related to the health assessment program for presentation and program planning.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• University degree in Medicine from an accredited academic institution with at least four years of professional experience; or
• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community of Public Health, Epidemiology, Tuberculosis-related disciplines or other related fields from an accredited academic institution with two years of relevant professional experience.
Experience
• Clinical experience, preferably with specialization in internal medicine or infectious diseases;.
Skills
• Knowledge of tuberculosis management and experience in interpretation of chest X-ray images.
• High level of integrity, understanding of ethical principles, respect for diversity, ability to work with refugees and migrants from different cultural backgrounds;
• Thorough knowledge of clinical medicine;
• Knowledge of migration health assessment programmes.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
