Job Description
USAID’s Strengthening Systems for Better Health (SSBH) is a five-year cooperative agreement (2018 – 2022), implemented by Abt Associates in partnership with Save the Children, the Karnali Academy of Health Sciences and Management Support Services. The project is designed to improve health outcomes, particularly for the most marginalized and disadvantaged groups, by improving access to and quality of maternal, child, and reproductive health services, with specific focus on newborn care. The project is implemented throughout Karnali Province and in targeted areas of Province 5. SSBH is recruiting new team members to plan, manage and deliver technical and material support for the Government of Nepal’s (GoN) response to the COVID-19 pandemic.
Under the supervision of the Emergency Medical Response Specialist and close coordination with Health Emergency Surveillance Technical Officer, the Field Medical Officer carry out service providers training on effective vaccine administration, monitoring at vaccination sites for clinical management of patients with adverse event following immunization (AEFI), COVID-19 case management, implementation of IPC measures at the hospital and health posts, and other COVID-19 response activities throughout the program area. S/he provides technical and programmatic support to district team/staff for the planning, timely implementation, monitoring and reporting of program activities.
Specific duties and responsibilities include the following:
Work with Health Offices (HOs), municipalities, designated COVID-19 Hospitals, COVID-19 clinics and vaccination sites to ensure proper and regular services are being delivered to COVID-19 (suspected and confirmed) as well as non-COVID individuals.
Work closely with Health Offices (HOs), municipalities and health facilities to train physicians, nurses, and other health workers to improve COVID-19 case management and COVID-19 vaccine administration, and adverse effects following immunization investigation and management with guidance from Emergency Medical Response Specialists (EMRS) in SSBH.
Provide technical support to COVID-19 response team members and COVID-19 vaccination committees at HOs and municipalities in implementation modality and approaches for COVID-19 case management, quality of care, referral, COVID-19 vaccination, and adverse effects following immunization (AEFI) management.
Lead and prepare mapping of vaccination sites, conduct situation assessments, documentation, and timely dissemination of COVID-19 disease and vaccine situation in the districts and municipalities.
Provide technical assistance to HOs and municipalities in implementation, monitoring and evaluation activities related to COVID-19 vaccine planning and rolling out of COVID-19 vaccines.
Provide technical and logistics support to ensure infection prevention and control (IPC) guidelines are followed at health facilities where COVID-19 case management and vaccination efforts are undertaken.
Work with HOs to provide technical support in vaccination microplanning, monitoring of vaccination campaigns and reporting to the MoSD and PHD with the guidance of EMRS.
Work with HOs to provide coaching and mentoring health care workers for vaccine transportation, storage, temperature maintenance, and administration of the vaccine.
Represent project team in selected technical working groups and forums at district and municipal forums as assigned
Collaborate and work with line agencies including HOs, hospitals and other development partners and donors for smooth operations of the COVID-19 related project activities.
Qualification requirements include the following:
Bachelor’s degree in medicine (MBBS) with registration in a relevant professional council; minimum one year of professional experience.
At least six years of experience in designing, managing, monitoring, and evaluating health programs, including responses to health emergencies.
Knowledge of COVID-19 situation, guidelines, protocols, and response systems/mechanisms
Ability and willingness to work/travel in remote areas within short notice in the context of COVID-19
Strong networking and team mobilization skills.
Computer skills, including effective working skills in remote conditions.
Excellent written/oral skills in Nepali and English
Understanding of the Nepal health system, networks and working in the context of a health emergency; emergency response experience preferred.
