DESCRIPTION OF DUTIES
Under the direct supervision and guidance of the WR Maldives and in collaboration with regional and national technical colleagues, with a view to achieve the expected results set out in the Maldives biennial workplans; the incumbent will perform the following duties:
Collaborates with national stakeholders and provides technical support in the formulation of the WHO programmes, detailed planning, management, implementing and monitoring of the WHO programme performance including proposal screening and reporting.
Provides broad technical support across all technical categories but especially in strengthening disease surveillance, non-communicable diseases prevention and management in the Republic of Maldives. This includes providing advice and assistance in the development of workplans, screening proposals for technical soundness, performance assessments, monitoring while ensuring efficiency, accountability and achievement of results.
Works as a technical liaison for preparation, coordination and organization of the WHO technical assistance missions, national and international meetings and workshops including efficient travel and meeting schedules, briefings/ de-briefings and supervision/quality check of technical assistance. Works in close collaboration with the technical advisers to align the recommendations to the national context and ensure coherent and logical follow-up within the WHO programmatic activities.
Coordinates and assists in preparation for the national and international meetings, workshops and other events by providing necessary technical support in developing briefs and background documentation, including review of the statistics, programmatic status and health situation overview.
Actively seeks, working with experts and missions as well as through WHO and other sources, and provides valid technical information, statistics and updates on the issues related to public health of national importance and its relation to the regional and global priorities through various established platforms. e.g. programme meetings, stakeholders’ meetings, newsletters, WHO website and other official electronic channels.
Updates and maintains WHO website information to highlight programmatic progress as well as information on health situation and public priorities in the Maldives.
Assist the WR in coordination with partners and stakeholders, donor relations and coordinating with UN and other international agencies; develop proposals for funding in the areas of public health and contributes to resource mobilization.
Performs any other duties as assigned by WHO Representative.
REQUIRED QUALIFICATIONS
Education
Essential: Medical degree from a recognized university and Master’s degree in a field of health-related policy, planning, Health Systems Management, Health Financing and/or other relevant field from a recognized institution
Desirable: Post-graduate degree in health science or public health or social sciences or management. Training in epidemiology and biostatics from a recognized institution.
Experience
Essential: At least seven years of relevant progressive experience, with a focus on planning and management of health services and development programmes at national level including few years of demonstrated international exposure, with focus on planning and management and delivery of health services and development programs.
Desirable: Experience in multiple settings especially in resource constraint and developing countries.
Skills
1. Knowledge and proven experience in public health and development work in limited resource environment including policy, planning, service delivery, quality improvement, and monitoring and evaluation.
2. Sound knowledge in programme development, planning, implementation, and management skills, including proposal development.
3. Ability to deal with complex issues and multi-tasking skills.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2614 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
