Job Purpose
The Medical Coordinator is responsible for developing and supervising International Medical Corps’ health program activities in Yemen. S/He provides leadership, direct management, and technical guidance to the health team and is accountable for the development and implementation of high quality health services through an integrated program approach and that the high-quality is achieved according to Yemen national and international standards. This position is based in Sana’a with frequent monitoring/supervision visits and time spent across the other governorates where International Medical Corps implements health programs. The Medical Coordinator will be extensively involved in internal (operation, support and other sector) and external collaboration (Ministry of Public Health Promotion, the Health Cluster, health sector technical working groups). The Medical Coordinator will represent International Medical Corps at donor meetings, cluster meetings, and other inter-agency meetings and will collaborate with national counterparts and other key stakeholders. Within International Medical Corps, the Health Manage will remotely manage national health team to country wide effective project implementation. This position will work under the supervision of the Program Director and in collaboration with Finance Director, Logistic Coordinator and the MEAL Collaboration.

Technical Guidance and Leadership 50%
Lead implementation of health services in the project areas guided by project objectives and goals, MoPHP standards, Sphere standards, and IMC Minimum standards.
Provide technical oversight to ensure integration of health activities with other sectors, including WASH and food security and Nutrition
Contribute to development and implementation of International Medical Corps Yemen’s Country Health Strategy and Annual Plan.
Collaborate with the Program Director and Country Director to identify and develop new program opportunities and consider program expansion into new localities.
Take lead in drafting health proposals, budgets, work plan, procurement plan, staffing plan,
In conjunction with the MEAL Coordinator, adapt tools for data collection, analysis and reporting; take lead in interpreting collected data in health and corrective action
Develop quantitative and qualitative reports of health project activities for different grants in line with appropriate reporting guidelines.
Mentor health team members (including clinical staff) to build capacity and enable them to take on leadership roles, facilitate trainings, staff management, data collection and reporting.
Supervise health project staff performance
Travel to International Medical Corps to sites for supervisory visits to monitor the quality of implementation.
Program Design, Development, and Implementation 40%
Ensure that all services and case management are based on MoPHP standards, donor requirements, and WHO guidelines and protocols.
Plan and coordinate implementation of all health activities; ensure progress towards program indicators
Proactively monitor program implementation, promptly reporting unexpected delays, costs or quality issues to Program Director with proposed solutions and undertake appropriate corrective action.
Using the monthly pipeline, track health budget verses actuals and adjust activity work plan accordingly. Ensure proper budget spending trend in accordance with Donor and International Medical Corps procedures.
Work with health team to ensure that health program supplies are of acceptable standards.
Contribute to the preparation of monthly sitreps.
Ensure timely submission of health staff timesheets in collaboration with HR/Finance department.
Plan and follow up on health program staff leave requests, absentees etc. in collaboration with HR department.
Participate in recruitment of all health and nutrition program and facility staff, including identifying gaps, drafting ToRs, and participating in recruitment, as necessary.
Representation and Coordination 10%
Maintain strategic relations with health cluster partners, MOPHP
Represent IMC and liaise with local authorities, MOPHP, UN, and I/NGOs to promote International Medical Corps profile, facilitate successful coordination of activities, and ensure transparency in the community.
Collaborate regularly with other sectors, especially WASH to monitor, prepare for and respond to disease outbreaks.
Collaborate with the HQ Global Health Advisors to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs

Qualifications
A Medical Doctor bachelor degree in Medicine (MBChB, MBBS) is required
Master’s degree in Public Health or clinical discipline
Experience
A minimum 8 years of experience in managing health programs in emergency settings.
International experience required with previous experience in the Middle East
Experience in managing and working with a multicultural staff.
Ability to motivate and counsel staff working in a complex emergency environment.
Experience writing proposals and managing information related to large-scale emergency response and reporting to donors BHA, ECHO, GAC, WHO, OCHA)
Insight into health services integrated programming
Demonstrated analytical, motivational, communication, project conceptualization and planning skills
Experience and understanding of key intuition donors’ policies, guidelines and strategies e.g. BHA, ECHO, GAC, and UN
Experience in conducting assessments, analyzing and interpreting health data and writing reports to a high technical standard
Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning.
