Tasks and Responsibilities
The Administration and Finance Department comprises the following Units: Medical Services, Human Resources, Finance and Budget, Procurement and Contracts Management, Infrastructure (including General Support Services and Dnipro Forward Logistics Base) and ICT Management.Under the general supervision of the Director of Administration and Finance, as Chief Medical Officer, you will provide general guidance and leadership in the management and co-ordination of all medical related matters within the Mission, in close co-operation with relevant stakeholders at the OSCE Secretariat and the Head, Human Resources Management. You will have to travel within Ukraine occasionally to visit different SMM locations to enhance and support the development of Medical Services.
More specifically, your responsibilities will include the following:
Identifying all medical related requirements of the Mission and maintaining efficient medical services functions which are in line with relevant international medical standards and rules and regulations of the Organization;
Advising and assisting the Mission on medical clearances, sick leave, medical evacuations, medical disability and relevant procedures;
Organizing/participating in addressing work environment and occupational health issues;
Planning, managing and organizing various medical activities and administrative functions of the Medical Services Unit and its staff;
Working and co-operating with contracted medical providers, evaluating their performance and ensuring that medical support meets the operational requirements, also ensuring the maintenance of patient confidentiality, patient assurance and healthcare governance;
Ensuring appropriate medical training programs are implemented in order to maintain and develop the medical capabilities both for Medical staff and all other mission members;
Providing leadership and management to the Medical team, ensuring cohesive teamwork and effective communication, contribute to the provision of reliable and client focused services;
Drafting policy guidelines on medical operations, medical plans and directions for approval by the senior management of the OSCE Special Monitoring Mission in Ukraine and the OSCE Secretariat;
Supporting the Director of Administration and Finance in all aspects of medical services;
Representing the Mission in the work of local inter-agency bodies and with the seconding agencies of participating States;
Performing other related duties as required.
Necessary Qualifications
Citizenship of an OSCE participating State, excluding citizenship of Ukraine;
Advanced degree in Medicine from a recognized Medical School;
A minimum of ten years of progressively responsible professional experience as a General Practitioner, Emergency Medicine Physician, with knowledge of public health and primary health care, as well as acute medicine and excellent diagnostic skills and a minimum four years' experience as a senior manager in the Medical area;
Experience in an international organization, preferably partly in a mission environment;
Clinical experience in management and establishing of remote site medical operations in remote and hostile environment;
Ability to effectively communicate and keep confidentiality of medical information to non-medical personnel and managers;
Leadership to foster motivation, interest, involvement and team work on the part of staff;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Professional fluency in the English language, including excellent oral and written communication skills;
Ability to work effectively and inclusively in high stress environments;
Possession of a valid international driving license;
Readiness to travel regularly within Ukraine;
Computer literate with practical experience with Microsoft applications.

Remuneration Package
Monthly remuneration subject to social security deductions is about USD 7,486 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
