Job Description:  
Under the supervision of the general coordinator, you participate in the establishment of a strategic framework for MdM France's interventions in the CAR in line with national policies and in coordination with other national and international actors. You ensure the deployment, monitoring and quality of the health activities implemented.You are in charge of building the capacities of your team (pharmacy manager, technical mental health and psychosocial support referent and medical referent) but also of the coordination team in general in terms of health preparation and responses.

You work in conjunction with the health and VLG technical referent based at headquarters and with the medical project managers in the field.

In the event of deployment in new intervention areas, you assess the needs, develop and implement an intervention strategy.

Your main responsibilities are:
Project management
Participate in the development of the general strategy and develop an operational action plan for the health component and ensure the consistency of MdM programs
Set up a monitoring system for medical intervention data
Collaborate with partners and actors involved in the implementation of the project; participate in the drafting of partnership agreements
Participate in the preparation of the budget
Develop standard procedures related to the medical program
Adapt the operational strategy of each project to health issues
Participate in the design of projects and the drafting of project proposals to donors

Supervision and management of the program team
Coordinate and supervise all the activities of the national and international health personnel recruited on the project
Provide technical support to the entire medical team.
Participate in the recruitment of national health personnel
Ensure the assessment of medical staff and identify training needs: prepare training plans and ensure capacity building of the national and international medical team when needed
Ensure the participation of the medical team in response activities to GBV and mental health care and psychosocial support

Monitoring and analysis of the health context

Ensure the collection and analysis of health and epidemiological data on a weekly basis
Share our analyzes of the health context with the various national and international actors
Ensure continuous assessment of health needs according to the changing context
Assess needs, plan and coordinate response actions for MdM in the event of an epidemic or massive population displacement

Pharmaceutical supply and management

Develop and follow international and national orders with the support of the medical team and the pharmacist
Supervise the supply of medical equipment, consumables and drugs to FOSas
Ensure the correspondence between the real needs of the partners and the expressed needs
Ensure that the pharmacy management tools are in place and rigorously and regularly updated

Representation and coordination
Ensure the coordination of medical activity and relations with other NGOs and the Ministry of Health
Ensure the involvement of the Ministry of Health in the project
Participate in MdM - partners coordination in collaboration with the other members of the coordination team, and in particular with the project coordinators
Represent MdM in the field of health at the level of project intervention areas
Participate in advocacy actions vis-à-vis local authorities, local humanitarian actors, donors

security
Put into practice the health policy of the teams (identification of healthcare structures, updating of emergency bags and kits, health briefing for expats, implementation of measures to prevent endemic diseases, etc.)
Ensure, in conjunction with the logistics coordinator, the application of safety rules in the field by his team
Participate in the analysis of the context and security conditions and possibly contribute to the writing of situation reports

Reporting / Communication
Compile information and participate in drafting project reports
Ensuring the feedback of information to the general coordinator (writing of SITREP)
Ensure the exchange of technical and medical information with the head office (medical advisor, health and advocacy department)

Gross monthly salary of 3,073 euros
Based in Bangui with regular field trips to business areas and other regions
13th month equivalent paid in 2 installments - from 6 months of seniority of actual work
Expatriation bonus of 10% of gross salary per month
Coverage of transport (home - mission), visas, vaccines
Accommodation in a collective house
22.5 RTT / year
5 weeks of paid leave / year
Mutual (participation in 60 % of MdM and 40% of the employee)
Insurance (repatriation, etc.)
One-off teleworking agreement at the rate of 40 days per year and from 6 months of seniority

Required Profile:   
Medical, paramedical or public health diploma
Minimum 3 years experience in a medical NGO in a similar position
Knowledge of Sexual and Reproductive Health Rights (DSSR)
Experience and knowledge in primary health care, sexual and reproductive health, malnutrition and gender-related violence
Experience in project management and public health
Experience in emergency contexts and responses and in exploratory missions in unstable contexts
Experience in training
Strong capacity for supervision and work with an expatriate team and national
Able to make quick decisions and prioritize interventions according to the context
Ability in written (reporting) and oral communication
Sensitivity to Mental and Psychosocial Health
Good representation capacity
Computer skills (Word, Excel, Access, Power Point)
Technical capacity on design, evaluation, monitoring and reporting of a
Languages program : fluency in oral and written French essential. English is an asset
