Job Description:
Under the supervision of the general coordinator based in Kinshasa, you work closely with the medical referent based at headquarters.
You provide technical support to medical teams for emergency projects and responses to chronic crises. These teams remain under the management of the site coordinator.
The medical project teams in Tanganyika are currently made up of 1 medical project manager, 3 supervising doctors, 1 clinical doctor, 9 nurses, 3 midwives, 1 VLG officer, 1 data manager, 1 community supervisor, 1 expatriate pharmacist and 1 national pharmacist.
Your main responsibilities are:
Project management
Continuously assess the health and humanitarian situation
Participate in the development of the general strategy and develop an operational action plan for the medical component
Ensure the consistency of MdM programs according to identified public health needs, MdM principles and values, international humanitarian standards and available budgets
Set up a monitoring system for medical data
Ensure the harmonization and capitalization of tools and practices across all projects in correlation with MdM tools
Create weekly and monthly activity schedules
Develop a framework for collaboration with partners and actors involved in the implementation of the project and participate in the drafting of partnership agreements
Participate in the development of the reference budget and the analysis of budget monitoring
Participate in the design of projects and the drafting of project proposals to donors, especially concerning indicators
Develop standard procedures related to the medical program
Ensure compliance with medical ethics and remain attentive to any questions on the restrictions and limits of the practice of care in the project environment
Coordination of medical teams
Issue technical recommendations for the individual action plans of medical teams and carry out monthly points to monitor their implementation
Provide technical support to the entire medical team and give regular feedback on the documents sent to them
Ensure that agendas and reports are produced for program meetings and that action points are effectively followed
Participate in the recruitment of national health personnel
Contribute as a technical referent to the assessment of medical staff and identify training needs
Monitoring and analysis of the health context
Ensure that the collection and analysis of country health and epidemiological data is done on a weekly basis
Set up a continuous assessment of health needs according to the changing context
Evaluate needs in the event of an epidemic or massive population displacements, plan and coordinate medical response actions for MdM
Pharmaceutical supply and management
Be in charge of developing international orders with the support of the medical team and the expatriate pharmacist in particular and respecting MdM standards and the available budget
Supervise the supplies of health structures with medical equipment, consumables and drugs
Ensure the correspondence between the real needs of the partners and the expressed needs, in particular by collecting and monitoring monthly consumption and carrying out physical inventories
Ensure that the pharmacy management tools are in place and rigorously and regularly updated
Representation and coordination
Ensure the coordination of medical activity and relations with other NGOs and the Ministry of Health
Ensure the involvement of the Ministry of Health in projects
Participate in MdM - partners coordination in collaboration with the other members of the coordination team, and in particular with the site coordinator of the Kalemie base
Represent MdM in the field of health at the level of project intervention areas
Participate in advocacy actions vis-à-vis local authorities, local humanitarian actors, donors
Support the general coordinator in terms of fundraising for the development of emergency medical programs and, if necessary, participate in meetings with donors
Ensure medical coordination with other members of the MdM network in the DRC (MdM-B and MdM-Esp)

Participate in the permanent analysis of the context and security conditions in the intervention areas and possibly contribute to the writing of situation reports
Actively contribute to the drafting, implementation and updating of contingency plans related to epidemics in the country
Reporting / Communication
Ensure the review and quality of periodic activity reports, respecting deadlines, as well as that of other internal monitoring tools at MdM
Participate in the drafting of project proposals and reports for MdM and donors
Ensuring the feedback of information to the general coordinator (writing of SITREP)
Ensure the exchange of technical and medical information with the head office (medical referent, health and advocacy department)
Organize regular project meetings with the various partners
Actively participate in internal MdM meetings

Gross monthly salary of 2,845 euros
Very frequent trips within the country
13th month equivalent paid in 2 installments - from 6 months of effective working seniority
Expatriation bonus of 10% of salary gross per month

22.5 RTT / year
5 weeks of paid leave / year

REQUIRED PROFILE :
Medical, paramedical or public health degree
At least 3 years of experience in a similar position within a medical NGO
Experience in:
project management
public health
contexts and emergency responses
exploratory mission in unstable contexts
Managerial skills (sense of efficiency and results)
Ability to:
have a global vision of the program
make quick decisions and prioritize interventions according to the context
Sense of organization and priority management
Ability in written (reporting) and oral communication
Computer skills (Word, Excel, Access, Power Point)
Training experience
Knowledge of the African context
Ability to work in a team and in a multicultural and multidisciplinary environment
Ability to work in a degraded security context
Languages: fluency in written and oral French imperative, English desired.
