COOPI is looking for a Medical Coordinator in Niger

Main donors : EU, ECHO, Swiss Cooperation, Italian Cooperation (AICS), OFDA and the United Nations agencies (UNHCR, UNICEF, WHO).

General responsibilities

The Medical Coordinator will be based in the COOPI Niger coordination office in Niamey with some trips to the health districts of the health regions: Agadez, Diffa and Tillabéry.

He / She will be part of the program team (sector coordinators, project managers), under the supervision of the Program Officer.

He / She will provide support to the program team in the following areas: reporting, development of project proposals, monitoring and evaluation, and communication.
Specific responsibilities

Representation, institutional relations
represents COOPI at the health cluster level ;
represents COOPI in the health field with other partners, bodies of health coordination and the Ministry of Health;
participates in the development and the drafting of agreements Partnership;
participates in the collaborative framework with partners and actors involved in the implementation of the project;
participates in activities of advocacy vis-à-vis local authorities, local humanitarian actors, donors.

Proposal development / evaluation
ensures epidemiological monitoring in Niger by participating in coordination spaces;
in collaboration with the various heads of Health project, is responsible for defining the response of health outbreak or emergency due to armed conflict.

Strategic project management
contributes to the definition of the operational strategy and its conduct according to the evolution of the health and humanitarian situation;
develop new tools for monitoring according to identified needs and improves existing ones;
participates in the drafting of proposals for the project and reports to COOPI and donors;
compiles health information;
works closely with the RRM coordinator and health project managers;
actively participates in the development and delivery of training for health projects.

Supervise human resources
assesses the pharmacist's work according to the procedures in force;
offers of action plans and individual identifies training needs;
provides technical support to the entire medical team;
participates in the recruitment of national health personnel;
ensures the evaluation of personal medical and identifies the needs of training .

Monitoring and analysis of the health context
following the collection and performs the analysis of data sanitary and epidemiological on a monthly basis of all health projects;
follows the maintenance of the computerized database of updated health (and demographic) data, necessary for writing new projects and drawing up reports (capitalization).

Communication and dissemination of health information
ensures the feedback of information to the program coordinator;
ensures the exchange of technical and medical information with the head office.

Ensuring the supply of medicines
in charge of international orders with the support of the medical team and the pharmacist;
validation of orders by identifying and quantifying needs;
monitors the supply of medical equipment and drugs in accordance with internal and donor procedures;
ensures the correspondence between the real needs of the partners and the needs expressed;
checks the technical quality of medical purchases upon receipt of orders.

Candidate profile

Training - Specific skills / experiences
Higher university degree in Doctor or Paramedical with specialization in Public Health or equivalent;
At least 3 years of experience in managing health, nutrition and SMSPS projects as part of emergency response or development projects;
Experience in planning, monitoring and evaluation of health programs;
Skills in managing the health system of low-income countries ;
Good understanding of how the rapid response mechanism (RRM) works;
Knowledge of the health product supply chain at national, regional and international level (suppliers, hospitals, health centers, etc.);
Proficiency in current software (Word, Excel, Power Point);
Fluency in French and English (written and spoken);
Good writing skills.
