Medical Coordinator - Cameroon - M / F , Africa

Location: Yaoundé, Cameroon.

The medical coordinator divides his time between the capital, Yaoundé, where he is based, and the projects. He also participates in working meetings or training at the headquarters of the NGO.

HIERARCHICAL LINKS
The medical coordinator, along with the Chef de Mission, ensure the management of projects in the country, from the reflection and preparation of projects to their implementation. The medical coordinator supervises the project coordinators in the medical field. He works closely with the logistics coordinator, the financial and HR coordinator and the Reporting Manager.

It works hierarchically under the responsibility of the Head of Mission, and functionally under that of the medical desk manager in Dakar.

MAIN MISSION AND ACTIVITIES

The medical coordinator ensures the relevance and quality of care in current ALIMA projects or future in the country where he is posted. He personally represents the association before the authorities national medical and other health actors operating in the country.

1. Analysis, reflection and definition of objectives for ALIMA projects

1.1. Data collection

⮚ Offers a choice of data collection and medical indicators. It regularly collects and checks at the project level the data of all activities and all medical projects in the country. **
⮚ He ensures that mortality review meetings and discussions of clinical cases take place and that the conclusions of these reviews supplement the regularly collected quantitative data. **
⮚ It organizes the evaluation of local health resources quantitatively (HR, structures, equipment, etc.) and qualitatively (maintenance, skills of the players, protocols, water and hygiene, organization). **
⮚ He ensures the establishment of a health information system adapted to the context, drawing on international and national ALIMA resources. **
⮚ It collects indicators for monitoring the health status of the population. It takes into account the opinion of local health actors. **
⮚ With the head of mission, he decides and organizes an assessment mission or requests an expertise if necessary (eg medical management, PR, local resources) to deepen the analysis of a situation, the interpretation of these effects on population health or assist in decision-making. **

1.2 Analysis, interpretation and proposals for action

⮚ It interprets the data collected and describes the evolution of the phenomenon (s) affecting the population, the state of health of the population and the performance of care activities under the responsibility of ALIMA. **
⮚ He shares his interpretation with the field teams and insists on their role in the evolution of the results.
⮚ He discusses with the country representative and the general coordinator an adaptation of the means or strategies to improve the ALIMA response in existing projects.
⮚ He regularly writes reasoned reports on the objectives, results of activities and adaptations of ALIMA projects for local authorities, coordination in the capital, field teams and headquarters.
⮚ He regularly reports and discusses with the head of mission and with the medical desk manager, the evolution of the state of health of the population, in particular that to which ALIMA services are offered.
⮚ He writes the medical intervention proposals, in collaboration with the head of mission who analyzes the opportunities and environmental constraints. He collaborates with the other coordinators (logistics and finance / HR, operational support (donors)) who also participate in the drafting of the project in their field.
⮚ Coordination projects (adaptation or new intervention) are proposed to headquarters for discussion and decision.
⮚ It responds to requests for clarification and takes into account the remarks of the head office in the drafting of the final project.
⮚ He draws up the budget with the coordination team: He informs the financial / HR coordinator of the medical resources necessary for the implementation of the projects. The medical coordinator takes into account the assumptions in financial and human terms.
⮚ He participates in meetings of "flattening" and "project reviews" in the field and at headquarters.

1.3 With the medical authorities of the country

⮚ He represents the association with the national medical authorities. As such, he describes the projects and argues the choices.
⮚ If necessary, when there is a difference of point of view on diagnostic or therapeutic medical practices between the medical authorities and the ALIMA teams, it negotiates based on the opinions and advice of the medical management (head office).

1.4 Beyond the medical objectives, he participates with the head of mission in the analysis of the situation and in the definition of the general objectives of the projects.

2. Implementation of programs

2.1. It organizes the implementation of medical activities according to the description of the project, in particular with regard to:

⮚ Strategic and operational planning.
⮚ The provision of material and human resources.
⮚ The provision of diagnostic and therapeutic procedures.
⮚ Respect for good practices.

2.2. For material resources, in support of caregivers, doctors in particular

⮚ He controls the implementation, proper use and maintenance of diagnostic, clinical and therapeutic tools necessary for the care of patients.
⮚ He addresses orders for materials and consumables to the medical desk referent, based on monitoring and analysis of consumption and on the proposals made by clinical doctors and in compliance with supply constraints. He can delegate the realization (doctor responsible for the project, pharmacist).
⮚ In collaboration with the logistician, he ensures the quality of the transport and storage as well as the return to the head office and the logistics center of any defect noted upon receipt of orders.
⮚ It organizes, in collaboration with the project referring physicians, the monitoring of consumption and the management of the projects pharmacy.
⮚ In the event of local purchase, it ensures that the procedures defined by the medical department are respected.

2.3. Ensures respect for the comfort and safety of patients and health personnel, in support of the project coordinator and the physician responsible for the activity.

⮚ It monitors and explains the project indicators.
⮚ It reassesses the risks for staff, patients and carers.
⮚ He ensures compliance with personnel and patient protection measures
⮚ He sees to the updating of the skills of the medical staff according to the evolution of the technical platform, the requests which reach him from the staff and the protocols made available to the mission.
⮚ He makes requests to the head of mission and the logistics coordinator to adapt the infrastructures to the needs of the medical activity in complete safety.
⮚ He ensures compliance with medical ethics and remains attentive to - and notifies the country coordination and the coordination at headquarters - any question on the restrictions and limits of the practice of care in the project environment (including medical abuse and errors).
⮚ He assesses (or delegates to a team doctor the assessment of) the quality of the services offered in the referral structures.
⮚ It documents adverse events. He discusses them with the nursing teams of each project and with the head office.
⮚ Within the framework of staff health, he makes sure to assess the competent medical structures for the medical care of the staff and to propose a list of these structures which documents the capacities of the latter for medical care. for validation by the coordination at the head office of the care structures offered to the staff.
⮚ It offers a list of medicines for emergency trunks in expat homes and in vehicles to be validated by coordination at headquarters.
⮚ He checks the completeness and expiration dates of the drugs in the emergency trunks of the houses and vehicles every month.
⮚ Supervision, management of human resources and training of medical personnel.

2.4. Composition of teams and recruitment of staff, in support of the project coordinator and the physician responsible for the activity

⮚ With the coordination team, he defines the team composition and the job descriptions. Management positions are discussed with the head of human resources at headquarters.
⮚ It validates the skills profiles (training and experience sought) and the recruitment procedure. He participates in the recruitment of medical personnel and in the responsibility for the final choice.
⮚ He ensures the presentation of their role to the hired nursing staff and their information on the general and specific objectives of the ALIMA project.
⮚ He ensures the establishment of medical coverage and social protection of staff adapted to the risks identified in the project environment.

2.5. Skills assessment and progression

⮚ He participates in the supervision of referring physicians, medical managers and project coordinators and assists them in the management of healthcare teams.
⮚ It draws up formal individual reports of the personnel under their direct responsibility. It organizes the access and the flow of medical information within the projects. .
⮚ He regularly updates his knowledge of the association's medical policies and explains them to the mission teams.
⮚ It offers an individual development path consisting of access to training offered by ALIMA, possibly local training and mobility on other projects in the country or missions in other countries.
⮚ He plans the trainings if necessary.
⮚ He trains and supervises any direct collaborator who is assigned to him.
⮚ Exchange experience and train one (or two) project coordinator.

2.6. Briefing and debriefing

⮚ He organizes the medical briefing and debriefing for arrivals and departures on the mission.

2.7. Staff health

⮚ He defines or updates the health policy of national and expatriate staff, and submits to the Desk for approval;
⮚ He monitors the health of expatriates, decides on the orientation of care, rest and medical evacuation in collaboration with the medical desk referent;
⮚ He ensures good vaccination coverage for expatriates; and national staff as required.

Training
Diploma in medicine
Specialization in Public Health or Tropical Medicine appreciated
Relevant training in the management of epidemics and malnutrition

Experiences

● Several successful experiences in medical coordination in a recognized international organization
● Experience in Cameroon is an asset
● Experience in drafting propals and donor reports

● Strong knowledge in health service management in developing countries and in health economics

CONDITIONS

Duration and type of contract : 6 months, renewable

Salary : according to experience + perdiem

ALIMA takes care of:

● Travel costs between the expatriate's country of origin and the place of mission
● Accommodation costs
● Medical cover from the first day of the contract to one month after the date of departure from the country of mission for the employee and his dependents

● Evacuation for the employee
