Job Purpose
Reporting to the Operations Manager, the Health coordinator is expected to support the Red Cross Ebola operation in planning, coordinating and supporting the implementation of the overall pillars (SDB , CEA, IPC/WASH) activities during the response phase of the epidemic as well as transition phase post-epidemic in North Kivu/Ituri.

Job Duties and Responsibilities

Emergency response and operational leadership
Support in the coordination, planning, implementation and management of the health component of IFRC and DRC RC emergency response to the EVD outbreak.
Provide technical support to DRC RC to implement the operations outlined in the Emergency Plan of Action. These include: community engagement activities (CEA) (risk communication, social mobilization and health promotion), disease surveillance, infection prevention and control (IPC), safe and dignified burials (SDB), psychosocial support (PSS), and WASH activities.
Provide supervision and managerial oversight of programme implementation for all health activities, with a particular emphasis on operational fitness and responsiveness, and personal safety of RCRC personnel.
Provide technical support and overall strategic direction to strengthen the capacity to monitor progress, quality and impact of public health interventions; prepare and implement operational plans.

Knowledge management and organisational learning
With the support of IM, identify and document good practices on health emergency and outbreak preparedness and response emerging from this response.
With the support of IM, compile available technical guidelines, references, reports and case studies on emergency health preparedness and response, and made them available through Federation platforms to support DRC response to recent Ebola outbreaks in that Country.
Analyze, systematize, and disseminate evidence-based technical information and knowledge and good practices on outbreak response to the DRC RC staff and volunteers.

Coordination and collaboration
Participate in and work with relevant emergency health networks and coordination mechanisms with a view of improving health interventions in the operation, as well as strengthening an effective and coordinated health response.
Provide overall coordination of the health response with other agencies, non-government actors and the ICRC to ensure a consistent, high-quality approach to controlling the epidemic.
Represent the IFRC as needed in technical and leadership discussions, to advocate for the role, impact and needs of the RCM in the response
Promote the collaboration between DRC RC, the Ministry of Health and other pertinent government sector partners.
Represent the IFRC in technical meetings and other relevant forums

Emergency preparedness
Provide technical and leadership support for transition planning, as needed
Provide technical support for contingency planning for potential EVD spread.

NS capacity building
Support DRC-RC’s health emergency and outbreak preparedness and response capacity strengthening consistent with their mandates and roles agreed with national authorities related to epidemics.
Support NS in positioning them in health emergencies and outbreak/epidemic response within the national epidemic response structures as auxiliary to gov’t/MoH.

Education


Degree level in health or Social Sciences
Master’s Degree in Public Health, Epidemiology or other relevant Public health subject
IFRC Training Course on disaster response, such as ERU, FACT, RDRT, or other relevant course such as HELP

Experience


Not less than 5 years of progressive experience in the management of health systems and health programs
Experience managing a multi-sectorial team
Experience in the management of outbreaks of vector-borne diseases, vaccine-preventable diseases, or other health emergencies
Experience in training, mentoring and/or leading staff, and capacity building
Experience in social mobilization/health promotion issues

Knowledge, skills and languages


Knowledge of good practices in participatory methodology, program planning and design, monitoring and evaluation, learning, and accountability
Good organizational skills
Excellent analytic and computer skills (MS Word, MS Excel, MS PowerPoint)
Skilled in training, mentoring and coaching individuals and groups, as appropriate
Capable of influencing and obtaining cooperation of individuals not under supervisory control, as a member of multinational team, and managing remote relationships to achieve results
