Medical Coordinator - Venezuela

Location: Venezuela (  San Cristobal with frequent field missions      )

We are operational in Colombia and Venezuela with a project financed by ECHO in association with CISP, focused on protection and health activities in Colombia and Venezuela, with the objective of expanding its operation in the course of 2020.



General purpose of the position
In close collaboration with the Head of Mission and the Medical Department, define and implement the medical strategy of the mission. To be responsible for the planning and coordination of all medical activities and resources of the mission, in accordance with the organization charter, policies and ethical principles, taking into account international and national protocols, in order to guarantee the provision of a Quality medical care for patients and their communities, as well as to improve the health condition and humanitarian living conditions of the target population.

Main responsibilities and tasks
Responsible for defining, monitoring and updating the medical content of the country policy, the medical strategy, the annual plan and the organization budget, translating the identified health needs into a strategic medical vision and the objectives, priorities and resources of the necessary projects to meet the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals established in the annual plan and the project plans of the Mission are achieved.
General responsible for the adequacy and quality of medical interventions carried out by organization projects and is expected to identify and work on the elimination of barriers to better patient safety, effective medical care and better patient-centered activities
Continually monitor medical and humanitarian needs in the country of the Mission in new areas of intervention or in areas where organization is already present through exploratory missions, monitoring and review of project proposals, determining the resources needed to define the priorities of health and nutrition and possible new programs to cover the medical and humanitarian needs of the population at risk.
Coordinate with the medical reference the validation of project proposals that you design to be presented to international donors and private foundations.
Responsible for the supervision and monitoring of medical technical aspects, humanitarian needs and material aspects of the programs through periodic field visits, analyzing the difficulties during the execution and reporting the deviations that occur, in order to provide proactively the necessary solutions and achieve operational results
In close collaboration with the HR Coordinator / Referrer and Head of Mission, participate in the planning, definition and sizing of the mission's health personnel and supervise the associated processes (recruitment, validation of medical personnel, training / induction, evaluation, detection of potential, development and internal / external communication). Directly guide and support medical teams in the implementation of medical activities, ensuring that internal protocols and those of the local Ministry and Department of Health are respected.
Responsible for the definition and sizing of other resources (management of pharmacies and medical equipment in collaboration with logistics) and deadlines, procedures and protocols. Ensure the preparation of all medical orders in collaboration with the Department / Logistics Manager and the submission of all medication purchase requests. Be accountable for the proper management of the Mission's pharmacy, including projects. Provide reports on the evolution of the Mission from a medical perspective, as necessary.
Represent organization before local medical authorities and ensure a constant presence and active participation in health and nutrition coordination forums (cluster meetings, other technical coordination meetings) and maintain regular contact with other mission counterparts (NGOs , local organizations, donors, authorities) to broaden the analysis of the medical-humanitarian situation, strengthening the impact of medical intervention and supporting political advocacy actions.
Responsible for the collection, analysis and communication of medical data to the medical reference of the headquarters to ensure adequate monitoring of the program and, when necessary, adapt them to existing programs

Required profile and experience
Education
Higher university degree in medicine or other paramedical studies. Desirable specialization in Tropical Medicine or a degree in Public Health

Professional Experience
Minimum 3 years of relevant work experience as a medical reference in the humanitarian sector, especially in fragile and unstable environments.

Professional Requirements
Basic computer skills (Word, Excel and Internet)
Demonstrate experience with compliance and reporting from different donors
Demonstrate experience in project writing

Understanding the principles, standards and best practices of humanitarian operations

Languages
Fluent Spanish is mandatory.
Basic English level is also necessary.
