Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by
biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016. 



Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.



Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Paramedic at the Pueblo, CO location. This position will report to the Deputy Medical Services Manager at the PCAPP project. Provides emergency services to employees who become ill or suffer an injury at the PCAPP project. Assists the Project Medical Director or senior medical professional in providing medical services on the project. Assists with implementation of project drug and alcohol program. Completes and maintains confidential medical files and workers’ compensation files. Participates on the emergency response team where applicable. Maintains inventory and ordering of supplies in medical facility. Assists with medical evacuations when applicable.



This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.



This is a long-term assignment and primarily a 24-hour shift position. Hours are from 6:30am – 7:00am the next day. However, day shift may need to be done due to mission requirements.



Principle responsibilities include, but are not limited to:

Provides emergency medical care to ill or injured employees, attends to follow-up treatment, and refers serious injuries to the designated physician, nurse practitioner, physician assistant or to a hospital per written protocol and standing orders.
Administers medications and treatments in accordance with approved project treatment protocols and standing orders.
Maintains medical records of employees treated, including case histories and health examination reports; prepares accident reports for workers compensation or other purposes as directed.
Assists in planning health education programs and in providing information to employees, either written or verbal, on prevention of illness.
Conducts drug and alcohol screenings as required.
Assists the project medical director in providing immunizations and medical treatment to employees per individual scope of practice.
Maintains an adequate medical supply inventory as required.
Maintains appropriate medical/first aid records and logs as defined in the S&H core process and project procedures
Participates in training of First Aid/Rescue Teams as assigned.
Participates in medical support to the chemical surety program.
Participates as a member of the Medical Response Team as defined by Army Directive 2013-03.
Conduct occupational health screens as approved in scope of practice and per standard operating procedures.
Executes all other medical duties as assigned by the project medical services manager


Basic Qualifications:



Bachelor’s Degree in Emergency Medical Services or Paramedicine and completion of an accredited paramedic training program
In lieu of a degree, completion of an accredited paramedic training program and 6 years of experience in Emergency Medical Services
Currently a National Registry Certified Paramedic
Currently certified in Basic Life Support (BLS) and Automated External Defibrillator (AED)
Must be a US Citizen or lawful permanent citizen.
Must be able to obtain and maintain an unescorted access program clearance


Minimum Qualifications:

2 years of experience in computer applications and operating systems including: knowledge of Microsoft Word, Excel, Outlook, Power Point and Access
2 years of experience assessing and handling routine and emergency medical cases.


Preferred Qualifications:

Skilled in oral and written communicationsCertified to collect urine for drug screens
Basic working knowledge of construction hazards and equipment
Certified to conduct saliva and breath alcohol testing
Current Trauma Certification
Current Certified Occupational Hearing Conservationist through CAOHC
Certified through NIOSH to perform pulmonary function
Completion of the Toxic Chemical training for Medical Support Personnel course
Basic to intermediate knowledge of Army Surety programs
Experience writing site policies and procedure
Experience organizing, training, and directing First Response Teams
Experience as a paramedic supervisor
