Medical Program Manager (f/m/d)

In support of our work in Colombia, Malteser International Americas is looking for a motivated
Medical Program Manager (f/m/d)

The purpose of the position is to manage, supervise and represent the self-implemented medical Malteser International Americas (MIA) program and to head the field office in Riohacha, Colombia.

The Medical Program Manager reports directly to the Program Coordinator in Colombia and the Regional Manager for Latin America & Caribbean in Germany.

Main Responsibilities:Medical Program
Elaborate, implement and oversee the medical intervention strategy including a mental health and a preventive health component of self- and partner implemented projects;
Elaborate long-term strategies for both, humanitarian assistance and development oriented strategies for structural improvement of access to primary and potentially secondary health care especially in remote rural areas;
Takes responsibility for the provision of quality health care and community based health and hygiene education and ensure that international and national standards are met;
Facilitate close collaboration with other health actors including government health authorities and services;
Facilitate the recruitment, adequate placement and continuous training of health professionals;
Ensure adequate data management, incl. monitoring tools, health data collection and reporting as basis for intervention strategies and relevant and timely action;

Program Management
Lead planning, implementation and monitoring of all project activities in accordance with approved plans and budgets.
Support national implementing partners in all aspects of project cycle management, monitoring and quality control;
Ensure planning, preparation and writing of proper and regular program/project reports adhering to Donor and Malteser standards (proposals, amendments, interim, final reports, monthly reports)
Plan and conduct needs assessments and baseline surveys to set-up new or follow-on projects (writing proposal, logframe and budget for donors as well as conceptualising and developing sectoral and local strategies)
Ensure that the program is implemented in a gender, age and disability-inclusive way

Qualifications:

Essential
Relevant university degree (MPH, MD) or equivalent
3-5 years’ experience in designing and implementing medical intervention strategies
Strong conceptual, analytical and facilitation skills
Strong operational management ability with a clear focus on results delivery
Good understanding of the Colombian and Venezuelan context
Strong team-oriented approach with excellent interpersonal skills including the ability to effectively motivate people and respectful towards other nationalities, ethnicities, genders, age or disabilities
Proficiency in using standard software packages
Fluency in Spanish (written and spoken)

Desirable
Knowledge of national treatment protocols
Work experience with international and national NGOs
English skills (written and spoken)

Conditions:
Start Date: November 2019
Duty Station: Riohacha with frequent travel to program locations
Duration of contract: 12 months (extendable)
Salary according to qualification and experience, health insurance support, 20 paid leave days per year
