Trócaire has been working in Gedo in health & nutrition and education for the last 24 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and at times works with local organisations working in Gedo in the livelihoods and education sectors as partners.
The programme is recruiting a Medical Officer. The Medical Officer will be essential in strengthening and ensuring quality of the existing clinical health services delivery in Garbaharey.

Reporting to Zonal Coordinator this is a fixed term for one year and is based in Gedo region of Somalia.

Key Duties & Responsibilities
Programme
Working with Matron, PHS, DHB and Trócaire staffs, the Medical Officer will ensure that the clinical services at hospital, MCH and Outreach level are of a high standard.
She/he will carry out daily ward rounds to review patient progress and care
She/he will diagnose and manage common and emergency surgical, obstetric, and gynaecological, paediatric and tropical medical conditions and refer those outside his or her skills.
She/he will be available, including after hours, to physically review patients, attend to emergencies and instruct nursing staff in writing on the required patient care.
Conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynaecological.
She/he will provide continuous on-job mentoring and training for nurses and midwives in clinical skills and good patient care.
Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, HOPC, DOPC, and MOPC.
She /He will lead by example, working to the highest standards of professionalism, ethics and integrity
She/he will arrange and chair, regularly all clinical and administrative meetings and ensure all data and information is collected, transmitted and utilized to benefit the patients and service providers as is necessary.
She/he will work with the MEAL Coordinator to roll out the new data management systems and will support staff to ensure that it is correctly implemented. She/he will analyse the health data for the district and make the necessary recommendations for improved service provision.
Lead in mortality audits to improve quality of care for patients.
She/he will supervise activities on the control of major endemic/epidemic diseases.
Working with the logistics, she/he will ensure that the essential equipment and supplies required for good patient care are available, managed well and maintained in good condition.
She/he will perform any other duties as requested by his/her line manager.
As a part of this position the project officer will take a prominent role in organizing and facilitate capacity building for MOH Staff If any, including on job training, workshops, exchange visits and formal training courses in programme and organizational issues and other technical support where necessary.
Where necessary and according to the context, liaise with MoH and local government officials ensuring that partners/Boards and committees keep local authorities informed of Trócaire supported Programmes.
Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support
Strong writing and excellent communication skills in English and Somali.
Good computer skills (Microsoft Office).
Ability to work to a high standard in a multicultural team lead and to motivate DHB members and staff to achieve programme results
Strong problem-solving skills, analytical skills, ability to work under pressure and good communication skills.
Ability to work with minimum supervision
Flexible and willing to work additional hours to ensure that the required results are delivered.
High level of reliability, objectivity and honesty
Willingness to work in Somalia environment in unsocial hours and harsh conditions

Capacity Building
As a part of this position the project officer will take a prominent role in organizing and facilitate capacity building for MOH Staff If any, including on job training, workshops, exchange visits and formal training courses in programme and organizational issues and other technical support where necessary.
Networking
Where necessary and according to the context, liaise with MoH and local government officials ensuring that partners/Boards and committees keep local authorities informed of Trócaire supported Programmes.
REQUIREMENTS
Qualified Medical Doctor with CEMOC surgical skills
Minimum 2 years of working experience in a busy hospital setting
Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support
Strong writing and excellent communication skills in English and Somali.
Good computer skills (Microsoft Office).
Ability to work to a high standard in a multicultural team lead and to motivate DHB members and staff to achieve programme results
Strong problem-solving skills, analytical skills, ability to work under pressure and good communication skills.
Ability to work with minimum supervision
Flexible and willing to work additional hours to ensure that the required results are delivered.
