PLACE OF PERFORMANCE: World-Wide

BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs is responsible for thedevelopment, supervision, coordination, and implementation of international narcotics control and law enforcement assistance activities and for international criminal justice and law enforcement issues for the U.S. Department of State (DOS). INL also works with the individual partner countries and the United Nations to build effective force generation capacity in police-contributing countries for UN Peacekeeping Missions.

Under-governed spaces fuel instability, criminality, and terrorism, threatening U.S. national security and global stability. The UN relies on police peacekeepers to provide interim security, maintain public order, protect civilians, and (re)build host nation law enforcement institutions in peace operations. Police in UN missions also help combat criminal and terrorist organizations that act as spoilers in post-conflict situations.

PROGRAM OVERVIEW
IPPOS supports U.S. government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in UN Peacekeeping missions by providing capacity-building support and specialized training through a multi-pronged approach:
Build institutional sustainability to improve the management, logistical, and administrative capacities that contribute to high-quality deployments
Collaborate with UN Police Division to improve doctrine, develop UN training standards for police, and certify UN instructors
Develop local training staff and mentor them as they deliver UN required pre-deployment training to Formed Police Units (FPUs) and Individual Police Officers (IPOs)
Train FPU commanders, FPU mechanics, and FPU units in areas that include, but are not limited to, leadership, firearms, VIP protection, and equipment maintenance
