Purpose Position:
The Health Coordinator will be the lead person to coordinate and lead the technical, operational, monitoring and verification around WVI PHC/RH activities inside Syria. Under the supervision of the Portfolio Manager and District Coordinator, the PHC Coordinator is responsible to coordinate with the Implementing Partners and health directorate to ensure health activities are implemented in an effective and high quality timely manner.
Major Responsibilities:
• Responsible to arrange the day to day operational and technical monitoring to health facilities by health officers.
• Works closely with IP’s health team to ensure activities are implemented according to standard operating procedures (SOP’s).
• Responsible to develop the training plans to build the capacity of Community Health Workers (CHWs) and medical staff.
• Serves as company liaison to external organizations at coordination meetings and conference as assigned.
• Responsible to ensure stability and quality of drug supply to health facilities.
• Responsible of conducting monitoring checks to all health facilities to evaluate the quality of implementation.
• Oversee the storage of drugs in the health facilities and the warehouse and assure they are stored safely in line with health standards.
• Lead the process of stock validation with the IP’s.
• Responsible to ensure that all the relevant activity reports and documentations including patient’s cards are archived Ensure partners supported to produce quality and timely monthly PHC reports in line with Health Directorate data tools (HIS).
• Provide 5W monthly report and monthly health bulletin reports
• Ensure partners have updated SOPs and treatment guidelines/manuals according to WHO/Health Directorate standards
• Participate in proposal development with the partners
• Promote WVI core modules on health with partners supported- attention to maternal and child health
• Participate in joint assessments and represent WVI in coordination meetings (Health Cluster, District Health meetings, NGOs etc).
• Use appropriate tools to conduct quality service provision in supported Health Facilities.

Planning and Budgeting:
• Coordinate with IP to develop activity plans and budgets for technical support activities.
• Coordinate with IP and participate in preparation of overall work plan and budget for Health activities
• Work with IP to ensure collaboration with authorities, other partners in planning and implementing activities.
• Work with Portfolio and Grant Managers to input to the Detailed Implementation Plans (DIPs).
Programme Management:
• Responsible to design and monitor using tools such as screening, lab records, and vital information, to recognize health risks.
• Adapt/Develop tools to address behavioral causes of diseases and barriers to health care.
• Direct or control prevention programs in specialized areas such as work-related, infectious disease, and environmental medicine.
• Assess the effectiveness of recommended risk reduction actions or other interventions.
• Responsible of drafting health promotion messages that are culturally sensitive and appropriate to the context.
• Responsible to recognize groups at risk for specific preventable diseases and address the needs accordingly through the development of mitigation plans.
• Lead the epidemiological research of acute and chronic diseases.
• Responsible to develop precautionary health reports which include problem explanations, analyses, alternate solutions, and suggestions.
• Convey details about potential public health risks and possible treatments to the public, other health care experts, or local, state, and national health regulators.
• Manage and coordinate the work of doctors, nurses, statisticians, or other staff members.
• Manage Health officers under each grant and coordinate their responsibilities.
• Educate and train IP medical team regarding precautionary medicine problems.
• Design, implement, and assess health service delivery systems to enhance the health of specific communities.
• Ensure the maintenance of Health partnerships with relevant government and private counterparts and other partners at state level.
• Work closely with relevant IP and community management in rolling out Health interventions.
• Work with PM and Health Advisor to ensure IP complete activities timely.
• Report any delays or deviations, irregularities spotted during monitoring visits.
• Draft Monthly progress reports related to the implemented health activities.
Knowledge , Skills , Abilities:
• MB.BS or similar degree in health with 3 to 5 years’ relevant experience in clinical care with a sound understanding of RH in humanitarian relief settings.
• Familiarity with Syria public sector health systems and NGOs and CBOs is highly desirable.
• At least 3 years’ work experience working in Health in government structures, Local NGOs or INGOs.
• Experience of working with local communities in implementing Health interventions is essential.
• Knowledge of primary health care and humanitarian programs in emergency situations.
• Clinical management and training experience and ability to understand full range of issues around primary health care.
• Knowledge of Syria clinical setting, including government and non-government settings.
• Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• High degree of proficiency in written and spoken English & Arabic communication.
• Well-developed computer skills.
• Ability to work effectively both independently (with minimal supervision) and as a member of a team.
• Commitment to gender equity, child rights, community empowerment, and grassroots development approaches.
• Effective planning and organizing skills.
• Effective interpersonal skills – oral and written communication skills.
• Computer literacy skills – MS Office applications, Word, Excel, PowerPoint, Spread sheets, Strong facilitation and presentation skills.
