MISSION CONTEXT

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:


Provision of comprehensive rehabilitation services (physical and functional rehabilitation services, psychosocial support and/or prosthetics and orthotics) through direct provision of services and/or support to structures/organizations;


Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.


Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;


Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION

Under the line management of the Field Coordinator, the Project Manager will be responsible for:
Contribute to the need assessments and the elaboration of the intervention strategy
Recruit, train and manage the program teams in the health sector
Support the Deputy PM for RE in their management of the RE team, strategy and capacity building
Manage the implementation of the programs under your responsibility and ensure the achievement of their targets and results
Ensure regular data collection, data analysis and indicator follow-up for the programs under your responsibility
Propose reorientations of the project when it is needed according to the needs and the context evolution
Manage the activity budget for the programs under your responsibility
Ensure the respect of financial, logistical and HR procedures by the program teams
Represent HI with local authorities, local partners and other humanitarian actors in the intervention areas, in coordination with the Field coordinator

REQUIRED PROFILE

Education:
Degree in social sciences, public health or similar

Experiences:
At least 2 years of professional experience in humanitarian / emergency contexts, and unsecured environment
Experience in the region
Working experience within a similar healthcare and educational system would be a strong asset

Competencies:
Fluency in oral and written English is compulsory
Arabic and/or Kurdish skills are a strong asset
Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
Experience with databases is an asset
Strong team management skills
Strong internal and external coordination and representation skills
Strong organizational skills
Strong interpersonal and intercultural skills

Personal qualities:
Ability to work under high pressure
High level of motivation and proactivity
High level of autonomy and initiative
Ability to deal with rapidly changing context and plans

CONDITIONS
Starting date: 22/01/2018
Length of the contract: 6 months
Salary from 2250,00 € gross/month depending on the experience of the candidate
Perdiem: 550 € net/month
Hardship allowance: 500 € net/month
Insurances: medical health coverage, retirement planning, repatriation
Paid holiday: 25 days per year + R&R: 5 days every 6 weeks
Status: unaccompanied
Housing: collective housing fully covered by Handicap International
