INFORMATION ON THE MISSION CONTEXT

Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. As of September 2016, there were 3,322,410 recorded IDPs and 245,000 Syrian refugees in Iraq.

The identification of the most vulnerable individuals among them, including people with disabilities, and the rapid response to their essential needs (both basic and specific) is a priority for the humanitarian community. In addition, Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury.

The armed conflict and the humanitarian crisis in Iraq will continue throughout into 2017. In parallel, the economic and political crisis in Iraq is hampering the delivery of medical and socio-economic services, complicating the access and increasing the vulnerability of the general population, and in particular of persons with disabilities, all over Iraq.

Handicap International (HI) started its activities in Iraq in 1991.
HI’s strategy in Iraq includes 3 main components:
Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial support services, support to local structure, inclusion, protection assessments,).
Mine Action: RE, victim assistance, survey and clearance of contaminated areas.

The current operations are implemented through direct intervention and through local partners in the Kurdistan region , in the disputed territories of Iraq (emergency and mine action projects) and in Central Iraq through partners. HI currently has a country coordination office in Erbil, three field offices in Erbil (Mosul Response), Kirkuk and Khanaqin and a support office in Suleymaniyah.

JOB DESCRIPTION

Under the line management of the Technical Unit Coordinator, with the support of HQ Technical Advisor, the MHPSS Technical Coordinator will be ensuring and guaranteeing the technical and quality framework related to MHPSS. S/he will responsible for:
contributing towards the overall strategic planning for HI’s mission and lead the definition of the MHPSS strategy in close link with the other sector of intervention (Protection/Inclusion/RE/Advocacy/Rehabilitation …)
providing regular technical guidance and support to HI’s project managers on field of expertise
contributing to the recruitment, inception and training of MHPSS related staff
leading the update of technical guidelines and Standard Operating Procedures (SOPs) for integrating MHPSS into the programme
leading the design of training packages and IEC materials
contributing to HI’s external representation with other relevant actors and donors
consolidating MHPSS concerns and actively contribute to HI advocacy actions
supporting and training the Project Managers and project officers in your field of expertise
providing coordination to all MHPSS related mission reporting and planning needs.

Low level of insecurity in Erbil. Medium to high level of insecurity in Ninewa and Kirkuk Governorate.

REQUIRED PROFILE

Education:
advanced Degree in Psychology, Psychosocial or Social Worker (further qualification in cognitive behavioural therapy (CBT) or similar preferred)

Experiences:
at least 5 years experience in Psychological services and humanitarian response
experience of training and technical supervision in the field of Psychosocial support and Protection with NGOs, preferably in an emergency context
demonstrable experience and/or understanding of the protection sector is necessary, experience in disability and emergency would be an asset
experience of INGO representation, donor reporting and project development, from technical perspective, highly desirable

Competencies & personal qualities:
ability to think strategically and contribute to the submission of innovative proposals
ability to work under high pressure and without constant supervision
excellent reactivity and flexibility in all circumstances
high capacity to organize his/her work, and manage priorities
strong interpersonal, communication and understanding of intercultural skills
experience to work under difficult security situation
experience in Middle East would be an asset
English mandatory (oral and written), Arabic would be an asset
excellent writing skills

CONDITIONS
Starting date: 01/12/2017
Length of the contract: 6 months (with possible extension)
Salary from 2750 € gross/month depending on the experience of the candidate
Perdiem: 483 € net/month
Hardship allowance: 250€ net/month

Paid holiday: 25 days per year + R&R: 5 days every 3 months
Status: unaccompanied position
