Based from the  Sinuni base, Sinjar, Ninewa Governorate, with frequent trips to locations in Sinjar District and possible trips to the Medair Duhok Office.

Health Officer and Health Manager


OVERALL PURPOSE

The Medical Doctor will deliver life-saving essential primary health care to conflict affected populations of Ninewa and Duhok Governorates as part of the Medical Team.

PROJECT OVERVIEW

ECHO funded action “Emergency Response Program for Conflict Affected Populations in Iraq” will provide essential primary health care services for IDP and host community populations in Ninewa, Kirkuk and Salah-al-Din Governorates to help prevent avoidable morbidity and mortality through existing and emergency response medical teams.

FUNCTIONAL LINKS

Internal:

Health Manager, Health Project Manager, Health Officer, Security Officer, Drivers, other members of the medical team, and project support team, comprising finance, logistics, and HR.
External:

Community leaders, UN agencies, other humanitarian actors, local health providers, IDP and host community households, security personnel at check points.

 

RESPONSIBILITIES:

General

·Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
·Respect the Medair values at all times, both within and outside of working hours
·Know, understand, and comply with Medair internal policies and procedures
·Adhere to Medair Nationally Recruited Staff (NRS) Handbook and regulations
·Be prepared to work in Ninewa and Duhok Governorate and to relocate at short notice
·Work closely with all members of the ER health team to provide the highest possible quality of care
·Treat all patients and their relatives with respect and dignity
·Maintain confidentiality for all patients
 

Specific Responsibilities

Medical/Technical

Curative Health Care:

·Provide consultations for all patients attending mobile clinic with appropriate investigations, diagnosis and treatment of illnesses based on Iraqi or International guidelines.
·Order and interpret appropriate laboratory tests as needed.
·Prescribe appropriate medications as per guidelines, ensuring patients understand instructions for dose and correct use.
·Identify all patients requiring secondary care and refer appropriately according to clinic protocol.
·Identify all patients requiring emergency care, stabilise condition and refer according to clinic protocols.
·Perform wound care and appropriate minor procedures as per training received and following strict sterile techniques.
·Maintain high levels of hygiene at all times observing universal precautions.

Preventative Health Care:

·Identify all children and women requiring immunisations and refer appropriately as per clinic guidelines.
·Provide Family planning services for women including education, advice, prescription of appropriate method and follow up care.
·Provide antenatal care for pregnant women according to Iraqi and international guidelines.
·Provide postnatal care and follow-up for women according to Iraqi and international guidelines.
·Provide neonatal care for newborns according to Iraqi and international guidelines.
·Provide patients with education on prevention of illness, proper nutrition, and good hygiene practices.

Additional duties:
·Identify any outbreak prone diseases and immediately inform appropriate authorities and/or Health Manager for further investigation and follow up.
·Keep clear and up to date records in a confidential manner and assist Health Manager in compilation of weekly and monthly reports to DoH, Medair, WHO and other organisations as requested.
·Attend training sessions arranged by Medair, DoH and other organisations as required by Medair Management Team.
·Assist with the translation of documents from English to Arabic / Arabic to English as required, especially medical /technical terms.
·Assist the Health Manager with rapid needs and health assessments if requested.
·Prepare and give trainings as asked by Health Manager or Health Project Manager.
·Any other reasonable duties as requested by the Management Team.
 
Staff Safety and Security
·Ensure personal understanding of Medair Standard Operating Procedures and Contingency Plans as documented in the Medair Iraq Security Plan.
·Comply with Medair security procedures at all times, remaining aware of the security situation in office and clinic locations at all times.
·Report any security incidents or concerns to the Medair Security Focal Point immediately.
·Report any issues regarding workplace practices to appropriate ER Manager.
 
Logistics

·Ensure the ER MMU pharmacist and/or logistics team is notified of any needs regarding medications, supplies and equipment in the clinic.
Qualifications & Preferred Skills

PERSON SPECIFICATION:

QUALIFICATION / EXPERIENCE:
ESSENTIAL
DESIRABLE
Vocational qualification
MBChB or equivalent degree
Specialist in General Medicine, Family Medicine or Gynaecology
Work experience
At least three years of post-qualification work experience in relevant field
 
Two years of additional specialty experience
One year of previous NGO experience, directly implementing a health project
Languages
Strong working knowledge of Kurdish/Arabic and English (spoken and written)
Strong working knowledge of Kurdish/Arabic and Turkmen
