For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

In 2017, MdM intervention has progressively scaled up with support to 12 health facilities in Sanaa and Ibb governorates. MdM operational priorities are to:
-Improve the access of the local population to free comprehensive PHC services, including sexual and reproductive health, gender based violence and nutrition treatment
-Improve the access of the local population to mental health and psychosocial support
-To respond to the cholera outbreak

MdM has also a sub office in Djibouti that can be used if the security situation deteriorates or in case of any difficulty (ex: visa).

Due to the various difficulties for INGO to intervene in Yemen, MdM has decided to re orientate its strategy in 2017. The empowerment of the national team is a priority to secure the implementation of activities, independently of the presence of expatriates in the country.**
TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, the medical coordinator is in charge of the implementation, follow up and supervision of the different medical activities.

More specifically, the responsabilities are to:

-Ensure the consistency of the programs, prepare and implement medical operational action plan
-Develop and implement evaluation systems, supervise and monitor data collection processes, analyse the medical data and set up corrective measures
-Develop and implement health surveillance system and give regular feedback on the contextual health situation
-Perform medical assessments in new identified areas, according to the needs and taking in consideration security context
-Work with the finance department on the elaboration and follow-up of the programme’s budget
-Recruit, provide technical support and train the medical staff
-Plan and implement thematic capacity building or specific trainings
-Ensure in collaboration with the logistics department that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
-Supervise medical purchase process
-Ensure the supervision of the pharmacist in collaboration with the medical manager
-Establish and maintain strong partnership with national NGOs involved in MdM medical program and with the MoH
-Coordinate with UN agencies and other NGOs working in the same areas to avoid program activities overlaps
-Participate in the writing of donor’s activity reports and proposals.


CONDITIONS OF EMPLOYMENT:

SKILLS AND EXPERIENCE NEEDED:

Medical Doctor or Nurse or Midwife with experience in public health and project coordination
Significant experience in similar positions in the humanitarian sector
Working experiences in public health
Experience in outbreak management and emergency response
Experience in hard negotiations with local authorities, partners and staff in a tricky context
Knowledge of the Pack Office
Languages: English is mandatory
Arabic is an asset
Ability to have a global overview of a program
Ability to take quick decisions according to the context
Capacity to work and to live in tense conditions
