Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM’s mission in Russia is currently focusing on a 3-year programme which aims at reinforcing the capacities of sex workers to protect themselves against STI/HIV, violence and other health related issues linked with their activity. MdM works in partnership with the local NGO Shagi and with the informal sex workers’ union “Silver Rose”. The programme provides prevention and treatment services for sex workers, facilitate community mobilization and aims at fostering their participation to health policies that concern them. MdM and its partners also seek to engage into a regional strategy, covering Russia and Eastern Europe, to defend the rights and health of sex workers.


TASKS AND RESPONSIBILITIES:
Under the supervision of the general coordinator and in close cooperation with the Eurasia unit medical advisor in headquarters, you will be in charge of piloting the current programme and the quality of its medical aspects, including monitoring and evaluation components.

More specifically:

In terms of medical quality and relevance, you will be the focal point in the coordination regarding all medical aspects including the quality of the medical activities. As such you will ensure that all activities are in line with MdM’s strategy and international good practices. You will ensure the quality of the referral system and design the pathway. Moreover you will have to make sure that the composition of the prevention kits and medical items for testing as well as storage and handling meet good practices.

In terms of capacity building, you will identify the training needs of the national staff and build their capacities. You will also design IEC prevention material content and medical guidelines. Moreover, you will be responsible for recruiting and training the future medical coordinator (national staff) on all key medical and coordination components of the programme.

Regarding the project coordination, you will coordinate the implementation of the programme together with our partners’ coordinators. You will also supervise the activities directly implemented by MdM as well as monitor, analyze and evaluate the programme’s outcomes regularly. You will be in charge of following up on HIV, STI and sex workers laws and policies in Russia. You will participate in the redaction of donors and HQ reports and proposals. Moreover you will contribute to the programme strategic plans and reviews and support the general coordinator in terms of representation and coordination with partners, civil society organizations, medical and public stakeholders.

Concerning monitoring and evaluation, you will work in close cooperation with local partners to supervise and support data entry for the project indicators and for the cohort research currently developed with partners. You will be in charge of checking the results of data files with monthly monitoring data prepared by the partner and ensure its proper communication to the project staff in Moscow and HQ. You will analyze the indicators according to the operational targets and report to the general coordinator.

SKILLS AND EXPERIENCE NEEDED:

Degree in medicine/nursing, a master’s degree in public health is an asset.
Strong experience in implementing, coordinating or supervising medical programmes.
Experience in working with partners and providing training and capacity building.
A previous experience in working with a medical NGO is appreciated.
Knowledge of HIV prevention and treatment policies as well as experience working with vulnerable populations are an asset.
Good oral and written communication skills.
Flexible and able to adapt easily to new contexts and cultures.
Languages:
You are fluent in Russian and English; French is an asset.
