Medical Lead/Instructor

USAF Support Operations - Mt. Holly, New Jersey



Shall have prior deployed experience in an uncertain or hostile environment and recent Operations within the past 10 years such as: Enduring Freedom, Iraqi Freedom or New Dawn.
Shall have proficiency in use of the following computer programs: MS Office Suite (e.g., MS Word, PowerPoint, Excel, Outlook); Adobe Acrobat.
Shall have the capability to possess a firearm(s) pursuant to Title 18 U.S.C. 922 and shall annually submit a Defense Department Form 2760 for all contractors on site under terms of this contract; Attachment D.
Shall have the mental and physical capacity to pass and maintain currency in the Air Force small arms qualification course of fire on the M9 (handgun) and M16A2/M4 (rifle) for arming group A as outlined in AFI 36-2226. Select individuals may qualify on Air Force crew served weapons depending on availability and need for the qualification. Weapon qualifications will be provided at the government’s expense and will provide weapons, ammunition, range space, manpower and documentation. Qualifications will be provided on an as needed basis, such that not all contractors may require both M9 and M4 certification and thus only be qualified on one weapon. Additionally, the government may elect to qualify the contractors to an arming group B or C, but contractors shall have the capacity to meet the standards outlined in AFI 36-2226 for arming group A.
Shall be able to transport and use explosive training devices, listed in Attachment A, “in and about” a contiguous range/tactical area or base cantonment. Contractors shall not transport explosives/pyrotechnics or ammunition on a public access highway. Contractors shall attend if required AF training classes provided by the USAF EOS and will be issued a certificate of competency for use of explosive training devices at the completion of training.
Shall be capable of transporting students from and to training areas on an ad hoc basis.
Shall possess an associate’s degree or higher. Instructors can apply for an academic extension at time of assignment to a course such that they will have one year to complete their degree and still hold instructor status.
Shall attend and complete the USAF EC instructional methods course, Academic Instructors Course; outlined in Attachment B or appropriate substitute course. The methods course consists of two week institutional skills training designed to indoctrinate new military instructors as well as a one year instructor upgrade certification period.
Shall have the capability to receive a Ft Dix range card and act/function in the capacity of range officer in charge (OIC) or in the capacity of range safety officer (RSO) carrying out all of the associated duties identified in Ft Dix PAM 350-3 (Attachment E, Ft Dix PAM 350-3 Chapter 5 excerpt OIC/RSO) Contractors will attend a four (4) hour class at range control and pass a written examination.
Shall have current certifications from the American Heart Association and shall have the capability to recognize the signs and symptoms requiring first aid and perform basic first aid, cardio pulmonary resuscitation (CPR) and use an automated external defibrillator (AED) as well as show proof of current training on AED.
Shall be physically capable of instructing/supporting students in field conditions that may include low light, smoke, percussion, small arms fire (live fire target range, blanks and dye marking cartridges), insects, in uneven terrain under all weather conditions for multiple consecutive days wearing load bearing equipment (i.e. body armor, appropriate helmet, similar equipment to student requirements, etc.) and or carrying training aids or equipment. Additionally, instructors must be physically capable of lifting 50lbs unassisted and running 500 feet (not simultaneously).
Shall be capable of using pyrotechnics during training courses to include the use of CO2 powered training simulators, ground burst simulators and smoke grenades. The USAF will provide specific training and certification for proper use of these training devices.
Shall attend pre-deployment training as a student, if requested.
Shall have a valid state driver’s license and capable of driving government furnished vehicles in day and night conditions, vehicles including but not limited to; 15 passenger vans, trucks, High Mobility Multipurpose Wheeled Vehicle (HMMWV/ M998-M1114), 44 passenger bus, 2.5 ton Light Medium Tactical Vehicle (LMTV) military truck, Mine Resistant Ambush Protected (MRAP), and 10K forklifts. The USAF will provide specific training and government licensing once qualified on vehicles.
Shall be able to work on complex, combat problems in the field, assessing dynamic situations, conveying experience, and main points as outlined in lesson plans to the students.
Shall be responsible to setup, use, issue, sign for and inventory training devices/equipment used during the course and other associated administrative tasks as assigned by USAF EOS personnel.
Shall record instructional hours and comply with all rules associated with the Community College of the Air Force accreditation policies/procedures, such as evaluations and continuing educational/developmental requirements (e.g., In-Service Training briefings except student/facility support, vehicle and supply support personnel). Contractors will complete and document one hundred eighty (180) hours of instruction within one year of assignment to an USAF EOS course. Additionally all instructors will receive periodic instructor evaluations by USAF EOS staff pursuant to Community College of the Air Force accreditation policies.
Shall go through an initial sixty (60) day customized training course at the Expeditionary Center that consist of the aforementioned, Academic Instructors Course, Ft Dix range control class, pyrotechnic use certification, vehicle training, lane of training practical certification, demonstration/performance exercises, practice evaluations, shadowing and assisting experienced instructors prior to assuming primary instructor duties. Shall complete an ATV safety institute riders course for use on land navigation range days or other ranges determined by USAF EOS cadre. Training will be provided by USAF EOS personnel.
Perform instruction/demonstration and student evaluations as required by the syllabi and Plan of Instruction (POI).
Ensure the most current student education and training materials are used and are provided to each student at the beginning of each lesson, as required.
Produce, assemble, and manage student materials as required to include paper and/or electronic (DVDs, etc.) based training materials provided by the Government.
Prepare classroom for instruction and ensure academic equipment, projectors, televisions, computer learning stations, etc., including uploading of computer based training, if applicable, are functional.
Begin each lesson on time and teach for the prescribed amount of time IAW the student schedule unless the COR authorizes a schedule deviation.
Provide technical support, planning, consultation, analysis and expert advice to establish, maintain, and improve their respective area’s instruction.
Shall be able to lead and/or assist USAF EOS cadre during student equipment issue and turn-in at the beginning/end of courses or anytime during the course as determined by USAF EOS cadre.
Shall be capable of utilizing video feed back after action review system for debriefing and instructing students
Shall be capable of teaching additional blocks of instruction with time to review and learn course material.
Shall have a minimum of four (4) years of military experience in a military career field that is responsible for providing medical services to deployed forces, such as Independent Duty
Medical Technician (USAF IDMT), Combat Medic, or U.S.N Corpsman (HM) with deployed experience supporting combat forces.
Shall be a licensed paramedic (state or national), Medical Doctor (MD), Physicians Assistant (PA), Registered Nurse (RN), or current (within the last 12 months) Army Military Occupational Specialty 68W, Health Care Specialist; or 18D, Special Operations Medical Sergeant. These requirements reflect the level of expertise necessary to resolve medical emergencies associated with the tasks to be taught.
The instructor shall maintain a certificate from the National Registry of Emergency Medical Technicians or applicable credentialing agency. The certificate shall be current and in good standing. This type of certification is recognized for individuals who have completed EMT-B or advanced medical training. Instructors may be required to show evidence of National Registry certificate, and/or proof of current Medical certification. In the event a contract instructor(s) certification lapses, it is the responsibility of the contractor to insure that the individual receives required instruction to carry out the duties and requirements as indicated in this PWS before being allowed to perform instructor duties.
