Mine Action Cluster
Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world.
It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with
partner requirements and UNOPS rules and regulations.
One of the objectives of the Mine Action Cluster is to rapidly deploy mine action personnel to the field. To accomplish this, the cluster has established a Pool of Experts for the above mentioned position, from which it can deploy and re-deploy personnel in order to meet partner demands. Through the Global Personnel Recruitment System, the Mine Action Cluster completes the time-consuming aspects of the recruitment process in advance, and thereafter manages and maintains a pool of pre-approved personnel that can be deployed much more efficiently to Fixed Term Appointment (FTA), Temporary Appointment (TA) or Individual Contractor Agreement (ICA) positions in the field.
Functional Responsibilities
The Medical Specialist will work under the overall supervision of the Programme Manager or the Chief of Operations depending on the setting. The duties and responsibilities are as follows:
The Medical Specialist is responsible for the overall review, planning and implementation of theatre-wide medical training in support of all mine action operations.
In view of establishing, in the longer-term, a self-sufficient national medical capacity to support all mine action operations in the country; the Medical Specialist will provide the ongoing, necessary support to capacity building efforts, in particular as it evolves both in the near and longer-term future.
Establish and follow up on medical evacuation plans.
Medical Contingency planning for Mine Action personnel.
In the capacity of a technical member of the Board of Inquiry, the Medical Specialist assists with investigations and reporting procedures of mine/UXO incidents. This includes following up with the concerned mine action organization to determine whether there is a need for psychological support to the casualty/victim of the incident or support to the staff of the respective organization.
The Medical Specialist will ensure that Quality Assurance inspections of medical operations and training are conducted in a regular, systematic and effective manner.
In the capacity of a technical member of the accreditation board, the Medical Specialist will conduct desk accreditation and operational accreditation of medical support for all demining organizations working in the area.
The Medical Specialist is responsible for determining and advising the need for additional medical support personnel, if requested, as well as for reviewing and judging their qualifications and skills if they are to be employed. In this sense, they also determine whether or not the incoming medical personnel require additional training.
The Medical Specialist attends medical workshops and other invitational activities related to the countries medical and health concerns, as requested and appropriate.
The Medical Specialist regularly plans, organizes and conducts medical meetings to inform all concerned partners about relevant medical and/or health developments that either concerns the safe conduct of mine action operations or the general health situation of the country.
The Medical Specialist regularly liaises and communicates with all other relevant national and international medical personnel and departments on relevant medical issues concerning the country. In particular, they are responsible for regularly monitoring and reporting on the general health situation in the country.
When required provide first line emergency medical support to programme personnel.
Epidemic and outbreaks surveillance.
Keep up to date on UN Medical Service's rules and regulations.
Act as a focal point in the field for the UN Medical Service.
Liaise/coordinate with other medical services in the field, such as civilian hospitals, civilian military corporations, NGOs and UNDPKO where applicable.
Other tasks as per requested and tasked by the Programme Manager and/or Chief of Operations.
Education/Experience/Language requirements
Advanced University Degree (Masters Degree or equivalent) in relevant subject matter with a minimum of 5 years of relevant experience; or a first level University degree (Bachelors Degree or equivalent) in a related field with an additional 2 years of relevant experience (minimum of 7 years in total) may be accepted in lieu of the advanced university degree; or Doctor or Nursing Officer with an internationally recognized diploma and further specialized in anesthesia, intensive care and pre-hospital trauma care (with additional experience in lieu of advanced university qualifications).
At least 5 years medical experience, including experience in the treatment of traumatic injuries.
Experience developing training courses for medical staff highly desirable. Certified Instructor in either PHTLS (PreHospital Trauma Life Support) or BARTS (Battlefield Advanced Resuscitation Techniques and Skills) also highly desirable.
Experience in conducting medical training required.
Previous Mine Action experience and Mine Action training is desirable.
Experience working independently and as part of a small multi-cultural team desired.
Experience from working in an international environment highly desirable.
Fluency in spoken and written English is a requirement, knowledge of a second UN language an advantage.
