Health Management Adviser , Papua New Guinea

Based in Lae, we have a long-term opportunity for an accomplished Health Service Management Consultant to improve the delivery of health services and impact health outcomes in the resource-rich Morobe province of PNG.

Program Overview
The PNG Health and HIV Implementation Services Provider (HHISP) supports the implementation of the Australian Aid Health and HIV Program, on behalf of the Australian Government and the Government of Papua New Guinea (GoPNG). The overarching objectives for HHISP are to improve maternal and child health outcomes and deliver increased health and HIV services to the rural majority and high risk populations, in support of the Health and HIV Partnership Schedule under the Papua New Guinea – Australia Partnership for Development outcomes.
The HHISP provides grants management, technical assistance, and research for GoPNG national and provincial level departments and agencies, civil society organisations, non-government organisations, the private sector and the Health and HIV program priority provinces. Abt JTA manages the HHISP in association with the Burnet Institute.

The Opportunity – Up to 12 months in duration with possible extension

Morobe is the most populous province in PNG as well as being the gateway to the highlands region. The major hospital for the province is ANGAU Memorial Hospital located in Lae. This hospital is undergoing a major redevelopment co-funded by the Governments of PNG
and Australia. The redevelopment will be the largest health infrastructure project since PNG’s independence with Australia investing up to AUD 207 million in the project. The hospital board has also recently appointed a new Chief Executive Officer following an international recruitment search.
In addition to the ANGAU Memorial Hospital, the province also has another two public rural hospitals, 18 health centres, 28 sub-health centres and urban centres, and more than 300 aid posts. Faith-based organisations deliver a significant portion of health services in the region.
To support both the coordination of these services and improvements in governance, financial management and health service planning, the Morobe Division of Health has requested the support of a Health Management Adviser.
The Health Management Adviser will support the Provincial Health Adviser and the Board to improve the management and delivery of health services across the province. Your responsibilities will include but not be limited to:
  • Support Human Resource functions including workforce planning, staff development and training needs
  • Provide oversight and regular updates on the performance of Australian-funded grants and staff
  • Support provincial budgeting, financial management and reporting
  • Support the project management of construction and infrastructure activities
  • Support procurement activity including cold-chain and pharmaceutical supply-chain management practices
Our Requirements
To be considered for this position you will need considerable experience in the management of health services and the provision of executive-level consulting services to the health sector. We are seeking:
  • Long term experience working in roles managing rural hospitals and health services at CEO or Director level
  • Ten or more years of professional experience working as a Health Management Adviser in a developing country context
  • Familiarity with the PNG health sector will be an advantage
  • Post-graduate qualifications in Public Health, Health Management, Business Administration, or Commerce/ Finance
  • You must be willing and able to relocate to Lae, PNG on a residential basis for 12 months or more. This is not a Fly-in Fly-out role. Annual return flights to your home country are part of the remuneration package.
