Background
The OSCE Special Monitoring Mission to Ukraine (SMMU) is mandated to contribute to reducing tensions and to help foster peace, stability and security, overall to support the implementation of fundamental OSCE principles and commitments. The SMMU monitoring teams are currently deployed in ten biggest cities of Ukraine: Chernivtsi, Dnepropetrovsk, Donetsk, Ivano-Frankivsk, Kharkiv, Kherson, Kyiv, Luhansk, Lviv, and Odessa.
In order to accomplish its roles and missions, the SMMU’ Medical Support operations are essential to ensure adequate medical care for all monitors and Mission members. In these regards, the SMMU is looking for highly qualified, motivated and experienced Ukrainian professional for the position of Paramedic/National Medical Officer in the SMMU HQ in Kyiv.NOTE: Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
Under the overall guidance of the of the Medical Officer, the incumbent will provide basic primary health care functions, and other administrative medical assistance to mission members and associated staff in the mission area. More specifically, the successful candidate will carry out the following duties:
Performing as required daily basic primary health care functions and organizing pre-hospital care arrangements to all mission members, scheduling medical appointments and referring them to relevant medical facilities/practitioners;
Assessing the health conditions of mission members who are injured or taken ill suddenly, advising on what procedures and actions needed for further treatment, providing first aid and emergency
medical treatment, accompanying patients to medical facilities, as needed;
Assisting during emergency and medical evacuation or repatriation of mission members as a result of accidents, sudden illnesses or epidemics;
Deploying to field areas of the SMMU in Ukraine, as required and for limited periods, in support of Regional Monitoring Teams (RMTs) to maintain efficient medical conditions and support for all operations;
Collecting and analysing medical related information from monitoring teams, documents, records and reports data on incidents, injuries or other medical related conditions or implications;
Ensuring that all medical information/data, records and documents are properly filed, organized and kept in confidential manner;
Assessing and advising on the suitability of the host country/local medical providers, medical and pharmaceutical institutions, including on availabilities, general medical infrastructures, emergency outpatient capabilities, surgical and post-surgical facilities, availability of medical, pharmaceutical and blood products;
Advising and assisting in efficient implementation of the SMMU Medical Support Plan, Emergency Response Plans, as directed by Medical Officer;
Assisting and providing, as required, general information and briefings, trainings on general healthcare threats and medical standards, preventive health measures, disease prophylaxis and field hygiene, and on current status of the SMM Medical Support Infrastructure and Procedures;
As delegated by Medical Officer, deputizing / alternating during his / her absence;
Performing other tasks as assigned.

Necessary Qualifications
Citizenship of Ukraine;
Advanced university degree in medicine, including residency/internship in one of the medical specialties;
A minimum of six years of progressive professional experience as medical practitioner, clinical experiences at the national level, and practical experiences from international environment would be a distinct asset;
Minimum 2 years’ experience in life savings techniques and established experience in using medical equipment;
Established ability to maintain confidentiality of all medical issues discussed or recorded in medical files;
Computer literate with practical experience with Microsoft packages and other medical software;
Excellent oral and written communication skills in English and Ukrainian languages;
Gender sensitive and ability to work with people of different nationalities, religions and cultural backgrounds;
Valid international driving license.

Remuneration Package
Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
