Position Summary:
The EMT BASIC shall be fully certified and provide support and augment, other ancillary and support personnel, the contract EMT- Basic’s shall be fully prepared to provide all of the EMT Basic services required without assistance or supplementation by other MTF providers. In addition, when not performing normal crew duties, they will be utilized in the ER. Contract EMTs
performing services under this contract shall have sufficient experience, per their certification (NREMT-B), to be able to adequately diagnose and treat diseases/injuries; perform medical procedures/tasks to include, but not limited, to the following:

Emergency Medical Technician duties at a minimum:
o Airway Obstruction and Respiratory Arrest:
o Cardiac Arrest diagnosis and treatment
o Mechanical Breathing Equipment use
o Shock and Fluid Therapy
o Wound treatment
o Childbirth
o Environmental Emergencies
o Bodily injuries and treatment


· Also perform as a member of the Ground Ambulance Crew
· Obtain proper consent for medical care
· Use of communication equipment properly
· Keep Ambulance stocked, inventoried and cleaned
· Document any and all planned or unplanned calls
· Other Miscellaneous Medical Emergencies
· Other duties as assigned


Essential Duties and Responsibilities:
· EMTs shall respond to request for transfer or transport of patients (scheduled or unscheduled) upon request from the Patient Administration Division and the physician in charge of EMS or his representative. PAD will furnish the EMTs with a written request for a patient transfer. Occasionally, due to a short suspense, a verbal/telephone request may be submitted to them and followed up later with appropriate paperwork. The EMTs shall be ready to begin transporting the patient not later than 30 minutes after notification of unscheduled requests and shall be ready to begin transporting at the scheduled time for scheduled requirements.
· EMTs shall move the patient from the inpatient area as required; load or assist patient into the vehicle; render treatment en route within the scope of EMT certification; remain with the patient at the destination unless relieved of this responsibility; and return the patient to BJACH if
required.
· A Local Run Report for each patient transported shall be completed. All items shall be completed, and any circumstances, which affected transit time or inability to complete the mission, shall be recorded. The run report for each trip shall be completed no later than 30 minutes after return to BJACH. A copy of each report shall be provided to the Chief, ER BJACH.
· EMTs shall obtain adequate geographical directions prior to leaving the ER.
· If patient is located at BJACH, the EMTs shall notify the Ward of the departure time a minimum of 90 minutes ahead of time. Patients, whether ambulatory or litter, should be picked up approximately 30 minutes prior to departure. If patient is located at a facility other than BJACH, PAD will notify the EMTs of estimated time of pick up and/or any special requirements.
· EMTs shall receive report from ward charge nurse. Nursing unit will have patient (on field litter, secured with safety straps), all necessary paperwork, medications, and x-rays ready. If this is an air evacuation, PAD Admissions & Dispositions (A&D) will handle paperwork, medications, x-rays, and will secure patient’s personal items and baggage.
· EMTs shall transfer patients from unit/ward to the appropriate transport vehicle. EMTs shall secure all equipment, supplies, and baggage. EMTs shall check to see that all paperwork, medications, x-rays, etc. provided by the ward go with the patient.
· EMTs shall depart the hospital early enough to drive safely and to arrive at the destination at the appointed time.
· Patient care during transport, diagnostic tests, or while awaiting an air evacuation will routinely be provided by the hospital staff attendant. The Contractor shall be responsible only for care provided by his employees and shall not be responsible for care provided by the hospital staff attendant.
· EMTs shall off load patients at appropriate destination and shall report patient information and give patient’s medications to accepting nurse. If the destination is for an Air Force evacuation aircraft, EMTs shall await instructions from Air Force personnel to off load patients from transporting vehicle and transfer to the air evacuation aircraft.
· EMTs shall load patients on transporting vehicle after tests, and/or after off-loading patients from air evacuation aircraft. They shall remain at the site until lift-off of air evacuation aircraft. After departure of the air evacuation, EMTs shall return to the MTF following the same guidelines as above. EMTs shall return all x-rays, records, etc. to the MTF with the patient.


· EMTs shall off load patients and transfer to the designated nursing unit as appropriated. EMTs shall notify PAD A&D of arrival of ambulatory air evacuation patients.
· EMTs shall return hospital equipment to the unit/ward.
· EMTs shall pick up and/or deliver drugs, lab specimens, medical personnel or attendants as required.
· The EMTs shall assess, through primary and secondary surveys, the nature and extent of illness or injury and establish priority for required emergency care.
· EMT will render emergency care, i.e., opening and maintaining an airway, giving positive pressure ventilation, cardiac resuscitation,
· control of hemorrhage,
· treatment of shock,
· Immobilization of fractures, bandaging, assisting in childbirth, management of mentally disturbed patients,
· Initial care of poison and burn patients in accordance with Emergency Care and Transportation of Sick and Injured (this list is not all inclusive).
· They shall administer drugs, including intravenous fluids, as required, within the limits allowed by EMT certification and within BJACH protocols.
· The EMTs shall contact the MTF and report patient assessment and treatment data.
· The EMTs must log in on the MDT system in the ambulance immediately upon entering the ambulance and remain logged in until the run is complete and the ambulance returns to the MTF at Fort Polk.
· The EMT’s shall ensure that personnel are able to operate a computer system with Sweet Soft/Pro QA and medical priorities software; telecommunication device for the deaf; recording systems for phone and radio systems
· Replace used linens, blankets and other supplies and equipment immediately after each trip. EMTs are required to re-stock the appropriate quantity for supplies and equipment on each ambulance, and/or First Responder’s Kit. Failure to have a minimum acceptable quantity of one or more items shall be unsatisfactory performance.
· EMTs shall clean and place the vehicle in a neat and orderly condition immediately after each trip.
· EMTs shall disinfect interior of ambulance after each patient is transported.
· EMTs shall decontaminate the interior of the vehicle after transport of victim with suspected contagious infection.
· Replenish all supplies/equipment requiring sterilization, and/or supplies within three workdays prior to the expiration date.
· EMTs shall verify expiration dates for medications to ensure that expiration date has not elapsed.
· EMTs shall replace medications not later than three workdays prior to expiration on the ambulances, and in the Thomas pack/Thomas bag, trauma pack, and trauma bag



Minimum Qualifications:
(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
· EMT shall have a minimum of 1 year of experience
· EMT shall be part of the ambulance personnel currently certified by the National Registry of EMTS and registered as Emergency Medical Technicians-Basic
· EMT-Basics shall have a current certification at a minimum in Basic Life Support BLS, by the American Heart Association, PALS and ACLS certifications are a plus.
· In accordance with Louisiana law. The EMT Basic shall be in compliance with LRS 40:1235 et al and licensed by the State in accordance with LRS 40: 1235.2. and complete a yearly Emergency Driver Course.



Knowledge, Skills and Abilities:
· Be able to communicate effectively and efficiently to be able to maintain two-way communication with the dispatcher, relaying data such as: arrival at the scene, number of patients, patient assessment data, number of patients being transported, destination, estimated time of arrival at the MTF, requests for additional help or special rescue and/or utility services, requests to contact law enforcement officials, or other communication as necessary.
· EMTs may ask for additional advice from the ER physician or emergency department as required. The receiving hospital will provide any additional medical orders that are within the scope of practice of the attending EMT that were not provided by the ER physician or emergency department.
