Summary:
Emergency Medical Technican – Paramedic (EMT-P) shall
work in support of the Chemical Operations at the Pueblo Chemical Depot
and respond on-site to accidents and other emergencies involving injury
and illness as needed, and support the Occupational Health Clinic.
Essential Duties and Responsibilities: (Reasonable

Responds on-site to accidents and other emergencies involving injury,
toxic exposure and illnesses and proceeds to provide the treatment as
prescribed in the protocol and make modifications to the protocol, if
necessary, within prescribed limits.
· Conduct a complete examination of the patient to determine the nature, extent, and seriousness of his condition.
·
Determines, with due regard to the patient’s condition, if and how he
can be moved and to which medical facility he should be transported.
·
Prioritizes treatments for patient having multiple problems and employs
a variety of established emergency medicine techniques, methods and
equipment to the appropriate medical facility.
· Attends to patients during medical evacuation, ground and helicopter.
·
Performs a variety of medical screening tests in support of the
Occupational Health Clinic. Screenings include, but not limited to blood
pressure checks, vision screening, audiometric testing, pulmonary
function tests, and height and weight measurements. Checks vital signs,
obtain height and weight, and takes client history on all clients
preparatory to a complete medical examination by the Occupational Health
Nurse (OHN).
· Assists in performing immunization for deployment and routine occupation health of DoD employees.
· Will certify as a CPR instructor and assist in teaching the supporting work force.
·
Assist in instructing First Aid and Chemical Self/Buddy-Aid to other
offices, shops, directorates and tenant activities.
· Participant in chemical, nuclear, biological, and hazardous materials training incidents and exercises.
·
Conducts or assists with the training of both departmental and civilian
personnel in CPR, and basic and advanced emergency medical techniques.
· Conducts training in chemical (mustard agent) exposure and emergency response and treatment transport.
· EMT-P may at times encounter situations which may be life threatening.
·
Environmental Emergencies. Assesses the seriousness of and treats
heat, electrical, and radiation burns, heat exhaustion/stroke, etc.
·
Pharmacology. When treatment of an injury or illness requires the
administration of drugs, verifies the medication to be administered with
the designated physician (over the radio), calculates the dosage
required, and administers the drug through an IV bottle, IV insertion,
or intra-muscular injection.
· Extrication and Packaging of Victims. Uses a variety of light rescue tools and equipment for removal of victims/patients.
·
Telemetry and Communication. Uses radio equipment and follows FCC
procedures to communicate with and transmit EKG information to the
emergency service physician.
·
When operating an emergency or patient transport vehicle, selects the
most efficient route to and from the site of the emergency, considering
traffic patterns, health facility locations, etc. Uses telephone and
radio communications equipment available in the vehicle. Adhere to
traffic ordinances and regulations pertaining to operation of emergency
and patient transport vehicles.
·
Performs thorough safety and maintenance inspections and minor repairs
on emergency and patient transport vehicles and a variety of medical
equipment. Reports in clear, concise manner, orally or in writing, what
injuries were identified and what patient care was administered at the
emergency scene and in transit. Prepare appropriate patient and vehicle
use documentation.

After each trip, replaces used linens, blankets, and other supplies,
sends supplies and equipment for sterilization as required, and checks
ambulance supplies and equipment to ensure the vehicle is ready for the
next run.
·
Performs routine operator inspection on the vehicles and equipment, as
required to maintain the vehicle in a operational status by checking
such as tire pressure & tire thread ware, brake, head and signal
lights, readily accessible belts, wiper blades, wiper fluid, siren,
water, oil and gasoline sufficiency, antifreeze, siren function and
battery charge, and inform the appropriate Government personnel if
maintenance is required. Ensure that the vehicles are kept clean and
neat. Decontaminate the vehicle in accordance with MTF established
procedures.
·
Performs a variety of medical screening tests in support of the
Occupational Health Clinic. Screenings include, but not limited to blood
pressure checks, vision screening, audiometric testing, pulmonary
function tests, and height and weight measurements. Checks vital signs
(blood pressure and pulse) and obtains height and weight on all clients
preparatory to a complete medical examination (required by submission of
a SF-78, Certificate of Medical Examination) by the Occupational Health
Nurse (OHN). Ensure completion of and signature on SF-93 (Report of
Medical History) by the client. Conducts a baseline Health Screening
program for new hires referred by the installation Directorate of
Civilian Personnel (DCP) with an SF-177 (Statement of Physical Ability
for Light Duty Work) who are not required to undergo a complete medical
examination. Takes client history and checks vital signs. Assists in
performing immunization for deployment and routine occupation health of
DoD employees.
·
Performs audiometric testing utilizing computer-linked automated
audiometric equipment. Record findings on appropriate test records.
Complete reference audiogram (DD 2215) on employees assigned to
hazardous noise positions and being entered in the Hearing Conservation
Program. Prepare referral to the local ear nose and throat doctor when
need is determined and schedules appointment. Determines type of hearing
protection required (i.e., earplugs or earmuffs). Provides
custom-fitting earplugs to all employees assigned to a hazardous noise
area. Conducts daily system biological calibration check of audiometer
and ensures results of system check are within acceptable range. Perform
daily system backup. Instruct employee on the purpose of wearing
hearing protection.
·
Performs vision screening using appropriate equipment. Records
findings on appropriate test record. Determine whether or not clients
meet visual criteria for their particular job. Advise civilian
personnel needing professional eye care to contact their personal
physician for follow-up and/or treatment. Perform vision screening on
all employees working in eye hazardous areas requiring safety glasses.
Receive copy of request or prescriptions for safety glasses and ensures
they are filed in the client’s medical record. Perform follow-up vision
tests on all employees working in eye hazardous areas, or for employees
having problems with their safety glasses. Provides on site, physiologic
monitoring and assessment of workers during operations where
self-contained Breathing Apparatus (SCBA) are being utilized (in
support of heat stress program). Recognizes and treats accordingly heat
stress or claustrophobic situations arising out of that work process,
using protocols and two-way radio communication to the OHC.
·
Performs Pulmonary Function Tests (PFT) by calibrating PFT machine,
instructs employees on technique and performance standard for obtaining
test results. Upon completion of test, results are calculated and
compared to previous testing to determine if there are any changes from
previous tests, also to determine employee ability to wear a respirator.
Instruct patient on the result of the PFT. Perform EKG’s during
physical examinations and in emergency entailing knowledge of placement
of electrodes, operating of EKG machine and basic EKG interpretation
skills.
·
Screens patient records to determine required laboratory tests and
orders laboratory test through CHCS. Perform basic laboratory
procedures for obtaining patient blood samples related to occupational
health screening/physical examinations. Able to distinguish between
proper collection tubes for various laboratory tests includes
collection, processing of blood samples i.e. center fusion, serum
separation, refrigeration and transportation. Performs or arranges for
the calibration of equipment; places, operates and maintains laboratory
instruments and equipment used to determine health risks.
·
Maintains the results of civilian annual physical examination on a
Microsoft Access database. Generate queries and report for conservation
program, respiratory protection program, vision conservation readiness
program, potential hazards, immunizations, audio, vision, pulmonary
function test, and EKG results.
·
Maintains and inputs automated database systems. Demonstrate ability
to use microcomputers; ability of data processing operations and
relational database software, spreadsheet software, word processing
(e.g., Microsoft Word), and presentation software (PowerPoint, Excel,
etc.); ability to use statistical and mapping packages to analyze data.
·
Maintains office files related to the scope of the EMT-P position in
accordance with Army Regulations including maintenance of medical
records. Signs in patients prior to treatment or appointment, keeping
the staff informed of any changes in the schedules. Responds to all
alarm signals, taking information, disseminate information to
appropriate individuals, and responding as necessary. Maintain clinic
alert mechanism for active chemical operations. As required, within
knowledge capabilities, answers questions regarding policies and
procedures of the clinic from material located in office files, SOPs,
mission statements, Army Regulations and institutional knowledge.
·
Compiling monthly and other statistical data related to the EMT-P
position for submission to COR, providing performance improvement
(quality improvement) reports as required. Types a variety of reports,
correspondence related to the function of the clinic, as related to
medical treatment. Inputs data, patient’s information, and medical care
or assessment information into medical records as required and within
the current software program being utilized for accountability of
workload (currently CHCS and ADS). Reports equipment malfunction
including computer problems, and follows through until issues are
resolved. Always maintains confidentiality of office information files
and medical records with attention to security procedures and the
Privacy Act. Follows established manufacture guidelines for equipment
and software utilization. Assures required reports prepared in
performance of EMT-Ps duties and outgoing correspondence are in
accordance with the prescribed formats.

All EMT-P must be qualified to practice as an EMT-P in the State of
Colorado and obtain the EMT-P National Registry within one (1) year of
employment.

Must maintain current Basic Cardiac Life Support (BCLS) and Advanced
Cardiac Life Support (ACLS) certification by The American Hearth
Association.
· All EMT-P must maintain a valid Colorado Drivers License and a government issued driver’s license.
·
The Technical Emergency Response Technician (TERT)/Chemical/Biological
surety training must be completed within six (6) months of employment.
·
HCP must pass baseline and periodic medical evaluations for the mustard
surveillance program and the use of appropriate personal protective
equipment with physical requirements.
