Job description
Support MTI country leadership in the development of program strategies relating to EMS, disaster risk reduction, emergency maternal health, and trauma care programs in coordination with the HQ MTI Emergency Relief and Global Security (ERGS) group
Represent and promote the need, vision and strategies for EMS programs
Act as the principle project management adviser for the development and implementation of regional EMS and related project proposals, monitoring and evaluation in consultation with local and regional staff and the HQ ERGS group
Guide the collection of baseline data, assist in establishment of regional and country specific EMS program goals, objectives, strategies, measurable impact indicators, and plans to monitor and evaluate program effectiveness in collaboration with the MTI EMS unit
Develop collaborative trauma, advanced medical and emergency maternal care curricula contextualized for the Asia region and other regions as needed
Identify master trainers for each level of instruction related to EMS and DRR curricula with a goal to develop a cadre of local master trainers
Coordinate with country leadership to develop and design grant proposals for the region and respond to institutional funding opportunities in consultation with the MTI HQ EMS unit
Conduct training and equipment needs assessments, and provide technical assistance for these needs within the existing program and regional/country budgets
Act as the regional disaster response liaison
Guide and advise the local MTI field staff to conduct courses in the agreed-upon curricula
Lead MTI country staff to prepare reports as needed
Develop EMS, trauma care, emergency maternal health, advanced medical and DRR standards of care for the Asia region (and other regions as required), including pre-hospital and hospital care
Assist in the development of in-country accreditation, certification, and recognition processes including continuing education programming for instructors and students of each category and level of training
Represent MTI to regional and national ministerial officials, NGO staff, donors and others as appropriate
Respond as part of any initial regional disaster response as required
Maintain regular communication and coordination with other in country MTI EMS staff, the HQ MTI EMS unit, Programs staff in Headquarters and Country Managers
Develop appropriate field based scopes of work for EMS and DRR technical teams as necessary.
Lead in country technical and security briefings for volunteer teams
Provide support to regional disaster response activities
Assist in post trip team debrief of volunteer teams
When appropriate, incorporate the use of volunteers in daily job functions
Other duties as assigned.
Desired Skills and Experience
Required:
Masters in related field (MPH preferred)
Paramedical training with a focus in emergency medicine
Valid non-restricted United States of America passport
Certified paramedic (NREMT-P or equivalent)
Minimum of three years of providing technical assistance at the advisor level or five years of providing international project management of technical programs
Five years EMS field based experience in a well-developed and recognized EMS System or equivalent experience in a high volume emergency room
DRR and Resilience programming experience in a developing world setting
Experience living and working internationally (SE Asia or Africa a plus)
Advanced training in EMS education, emergency trauma care and curriculum development.
Training experience both didactically and skills based
Commitment to Medical Teams International mission statement.

Flexible team player
Willing to travel and work trans-locally within the Asia region including but not limited to Cambodia and Myanmar. Currently this position is based in Phnom Penh, Cambodia.
Additional travel outside of the Asia region may be required

Ability to operate well in a fast-paced work environment.
Ability to work flexible schedule and weekends as needed.
Demonstrated ability in group facilitation, training and leadership skills
Ability to communicate and relate well with volunteer constituents, medical professionals, community leaders, and international partners/staff
Ability to communicate effectively both verbally and in writing.
Preferred:
Nursing training with a focus in emergency medicine
Experience with the Incident Command System (ICS)
Hostile Environment Awareness Training (HEAT) or related security training
U.S. Registered nurse or equivalent
Willingness to obtain or have held ACLS, ATLS, BTLS and PALS certifications
Certified adult EMS educator (NFA or equivalent)
Emergency Maternal and Neonatal Care experience
Regional language proficiency
