How can you make a difference?

Within the overall UNICEF Mali Child Survival framework, the Health Manager will be accountable for delivering UNICEF’s Country Programme Health Sector results which are aligned with the government of Mali current ongoing Health System Reform, the new PRODESS IV (Programme de Développement Socio-Sanitaire (2019-2023) and UNICEF Strategic Plan 2016-2021.

The Health Manager is responsible for the professional leadership and management of UNICEF’s Health portfolio which includes the development, planning, implementation, monitoring and evaluation and reporting of maternal, newborn, child and adolescent health (MNCAH) including
PMTCT and Paediatric HIV care and with a special attention to improving routine immunization. The Health Manager will also be responsible of strengthening the Primary Health Care delivery platforms toward Universal Health Coverage agenda with a focus on community health system.

The Health Manager reports to the Chief of Child Survival for guidance and general supervision. Who S/He will support in managing the health programme. As a manager of the Health team, S/He will lead , manage , develop , support and enable a competent team of professional staff.

Summary of key functions/accountabilities:

1. Programme development and planning with timely and quality situation analysis, including its periodic update for informing effective support to government health sector planning and implementation, supporting community health system strengthening and underpinning developmental and humanitarian support, including in refugee/ host community settings.

2. Programme management, monitoring and evaluation for adjustment, acceleration and improvement of program delivery and sustainability of results.

3. Advisory services and technical and operational support to government and partners at all stages of the programme cooperation, including capacity building of Country Office staff.

4. Advocacy, networking and partnership building for integrated approaches and methodologies, including strengthening community health system, results-based approach within Human Rights and gender framework, ECD, Adolescent health programming.

5. Innovation, knowledge management and capacity building.

Education:An advanced university degree in one of the following fields is required: public health/nutrition planning and management, global/international health, health policy and/or management, MNCH, pediatric health, family health, health research, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or another relevant technical field.
Work Experience:A minimum of eight years of professional experience in public health planning and management and/or in relevant areas at national and international levels is required. Relevant experience in Primary Health Care, Community Health, Maternal, Newborn, Child and Adolescent Health, Immunization program/project development and management and/ or health emergency/humanitarian preparedness is a solid asset.
Language Proficiency: Fluency in French and English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
