General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Advanced degree in a relevant field
Experience:
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Minimum of six years of professional experience as a General Practitioner, Emergency Medicine or Trauma, with knowledge of public health and primary health care, as well as acute medicine and excellent diagnostic skills;
Significant clinical experience in remote and hostile environment;
Experience in management and establishing of remote site medical operations in hostile operational environments;
Experience in working with international organizations;
Experience in management within the medical field and sound supervisory skills;
Excellent team-building skills and the ability to explain to medical staff the need for concerted action to achieve optimum healthcare results for Mission members; excellent interpersonal skills;
Cultural sensitivity and political judgment;
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Excellent oral and written English communication skills;
Valid driving license and willingness to travel throughout Ukraine;
Ability to operate Windows applications including word processing, excel and email.
Desirable:
Experience in the region highly desired;
Professional fluency in Russian and/or Ukrainian language(s).
Tasks and Responsibilities
Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
As part of the recruitment process applicants must be determined as fit to work for the SMM prior to appointment/assignment, by completing a medical examination form and/or medical questionnaire, which will be assessed by a duly qualified medical practitioner appointed by the SMM.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the general administrative supervision of the Director, Administration and Finance, the incumbent will provide medical assistance to Mission members and staff in the Mission area. Specifically, the Medical Officer with perform the following:
Providing medical consultancy services to OSCE SMM staff, making referrals to local hospitals, clinics or specialists and determines emergency medical situations, based on his/her knowledge of the adequacy of locally available facilities;
Monitoring and evaluating the adequacy and standards of the medical services being provided by OSCE locally contracted doctors in Ukraine as well as their professional competence;
Working and co-operating with contracted medical provider, evaluating their performance and ensuring that medical support meets the operational requirements, also ensuring the maintenance of patient confidentiality, patience assurance and healthcare governance;
Advising and consulting with the locally contracted doctors regarding medical related subjects, second opinions, referrals, medical evacuation, etc.;
Disseminating updated medical data and information from the World Health Organization (WHO) and other agencies on the prevention and control of infectious diseases, immunisation and other related medical subjects;
Drafting policy guidelines on medical operations, medical plans and directions for approval by the senior management of the OSCE Special Monitoring Mission in Ukraine and the OSCE Secretariat;
Co-operating closely with medical officers working for other international organizations in the Mission area to co-ordinate medical policy, to exchange information on health threats, the local medical infrastructure, joint procurement and warehousing of medical equipment and supplies with the aim of joint purchasing to achieve savings;
Participating in research and surveys if additional information on identified medical topics is required;
Supervising seven national Mission members;
Performing related duties as required.
