For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Emergency missions are managed by the International Operations Department (DOI in French acronym) based in Paris headquarters, in connection with actors in the field and associative actors. The DOI is divided in 3 geographical units for long-term missions and 1 emergency unit. Emergency interventions are part of the priorities of MdM actions. MdM intervenes in emergency on crises, conflict and epidemic or natural disasters contexts, to face the needs of the affected populations.
In order to be reactive in the deployment of teams on the field, the emergency department manages flying coordinators who work on short or mid-term missions to ensure the implementation of emergency programs and to guarantee an efficient collaboration between headquarters teams and operational teams on the field.
TASKS AND RESPONSIBILITIES:
Under the responsibility of the emergency unit manager, you will mainly work on short missions (1 to 4 months) in the field : exploratory missions, closure of projects, trainings ect. You will occasionally spend some time at headquarters to work on specific issues, development of tools, training preparation.
In the field (80%), you will be responsible for:
1-Needs assessment and emergency project designing missions: strategy definition, project planning and evaluation
Operational participation in emergency missions (opening phase…)
Priority health issues identification and health situation diagnosis
Action proposals in relation with the general coordinator
2-Planification and coordination of emergency projects missions
Launching, implementation and coordination of medical activities
Implementation of procedures and tools to ensure an efficient and qualitative monitoring
Management of the medical team
Negotiation and representation of MdM with medical actors
In relation with the general coordinator, representation of MdM with donors, local authorities and other partners, on technical aspects of the programs
Participate in the writing of proposals and reports for donors, in their medical components
Communication/Media representation
3-Technical support for missions on emergency aspects
Punctual support: development of vaccination campaign; mobile units; fast emergency response on a long term project etc...
4-Training and mentoring missions
Capacity building or mentoring of medical staff or medical coordinators
Specific training on protocols or intervention model
In the headquarters (20%), you will be responsible for:
Contemplation and formalisation of tools used by emergency missions
Technical support to desk officers in the setting up of emergency projects - Writing of operations reports in their medical components
Participation in the training plan of operational employees
Capitalisation of experiences

SKILLS AND EXPERIENCE NEEDED:
You are a doctor, nurse or midwife degree.
You have a proven and solid experience as medical coordinator in an NGO, on emergency contexts
You have knowledge in public health and epidemiology
You have a demonstrated experience in team management
You have an good computer skills
You have qualities of diplomacy, flexibility, organization and reactivity
You are able to work under pressure, live in tense security context and do not have problems to travel frequently
Languages
Fluent English and French essential
Spanish or Arabic desirable
