In support of our work in Iraq with a particular focus on the Kurdish Region in Northern Iraq, Malteser International is looking for a Dohuk/Erbil based Health Advisor

As Health Advisor, you will be in charge for the quality standards of all health related activities of Malteser International in Iraq. As such you will liaise especially with the program teams of Malteser and its local partner organisations in Dohuk and Erbil, North Iraq/Kurdistan Region. You will be responsible for identification of new partners in health, for respective capacity building of the medical teams and the roll out of health related guidelines in medical facilities supported by Malteser International. You will closely align with the authorities in charge (i.e. Ministry of Health) and international partners (i.e. WHO). Furthermore you will provide guidance and input to new initiatives, proposals and concepts for the provision of assistance to IDP’s, refugees and host communities in Northern Iraq.

Responsibilities
Work closely with the local Team of Malteser International based in Iraq and the Headquarters to assure quality standards in Malteser International interventions related to health
Ensure overall quality of primary health services supported by Malteser International and provide further recommendations as well as training to strengthen local health structures, including referral systems
Roll out of new guidelines in health in medical facilities supported by Malteser International
Provide strategic guidance related to health to allow for growth of Malteser International and support local partner organizations in planning and designing for new interventions
Identification of new partners and development of capacity building plans for medical staff of existing and new partners
Ensure quality monitoring and reporting related to health, data-gathering and analyses at project health facility, including epidemiological surveillance system in line with the health cluster and Directorate of Health (DoH) guidelines
Support the set up of a functioning supply chain for quality medicine and medical supplies including technical procurement support
Closely align with the national health institutions and international health partners and participate at relevant health coordination meetings organized by the DoH, UN-Organizations or other parties

Qualifications:
Medical degree/Nursing Background, Master in Public Health
Knowledge in the field of Mental Health would be an asset
5 years of professional experience in health programs with relevant experience in refugee/IDP camp settings
Evaluation experience of health facilities desirable
Able to network with other organizations and partners and to coordinate with local authorities
Experience in the development of strategic interventions related to health
Experience with relevant tools in project cycle management e.g. results based planning, Logical Framework would be an asset
Excellent ability to provide guidance and training to local staff
Team spirit and experience in leadership
Physical and mental strength
Excellent written and spoken English; knowledge of Kurdish, Arabic and German would be an asset
Fully computer literate (i.e. Microsoft Office: Word, Excel, PowerPoint)
Working experience in the Middle East desirable

Conditions:
Start Date: as soon as possible

Duty Station: Dohuk or Erbil, Northern Iraq / Kurdish Region with frequent travels in the region
Duration of contract: 12 months, extension possible, subject to additional donor funding approvals
Salary according to qualification and experience, insurance package, accommodation in the team house, R&R
